The Acquisition Analyst role at CACI is a full-time, regular position that requires a Secret clearance as a minimum to start. This role is focused on managing the acquisition process and contract negotiations to ensure the government’s procurement needs are met in a timely and cost-effective manner. The analyst will interact closely with government officials and contractors in the Navy and maritime environment. Responsibilities include developing work breakdown structures, acquisition plans, statements of work, and contract line item numbers (CLINs), among other key acquisition documents. The role demands understanding of procurement laws, regulations, and best practices, including familiarity with FAR, DFARS, and NAVSEA-specific policies.
This position requires up to 25% travel within the continental United States and involves frequent collaboration via digital platforms such as MS Teams as well as in-person engagements. The Acquisition Analyst is expected to communicate effectively with senior Department of Defense personnel, Congressional members on the Armed Services Committee, and industry leaders to align acquisition strategies with warfighter needs. - Previous acquisition experience in NAVSEA preferred
- Familiarity with FAR, DFARS, DoW, NAVSEA policies, MIL HDBKs, MIL STDs, and previous NAVSEA procurements preferred
Job Duties
- Generate contract work breakdown structures based on government initial requirements
- Generate initial acquisition planning conference briefs
- Draft initial acquisition plans
- Draft CLIN structures and suggest contract vehicles for government review
- Draft statements of work for government review
- Build lists of recommended CDRLs
- Draft initial DD Form 1423s if required
- Draft award fee plans when warranted
- Suggest initial NAVSEA clauses or articles
- Draft initial justification and approval documentation if sole source
- Draft initial instructions to offerors if competitive
- Draft initial evaluation criteria if competitive
- Draft and review D&Fs, IGCEs, DD254s, and other documents
- Sync daily or weekly with government and contractor counterparts
- Discuss ways-forward, risks, and courses of action with stakeholders
- Prepare talking points and research documents for syncs
- Generate, draft, and update working documents
- Research FAR, DFARS, DoW policies, NAVSEA policies, and other relevant regulations and precedents
