Job Requirements

  • Meet qualifications by closing date
  • Specialized experience in retail food merchandising and store management
  • Education relevant to food retail management when applicable
  • Time-in-grade requirements for current or former federal employees
  • Time after competitive appointment requirements
  • Submit transcripts if using education to qualify
  • Submit proof of federal service for time-in-grade
  • Experience in managing commissary or similar stores
  • Ability to plan, standardize, and control retail operations
  • Respond to competency questions in application
  • Meet federal employment eligibility
  • Occasional overtime availability
  • Not covered under bargaining unit
  • Exempt from FLSA

Job Qualifications

  • Specialized experience equivalent to the GS-9 grade for GS-11
  • One year of specialized experience equivalent to GS-11 for GS-12
  • One year of specialized experience equivalent to GS-12 for GS-13
  • One year of specialized experience equivalent to GS-13 for GS-14
  • Education in business administration, public administration, agricultural economics, or related field for GS-11
  • Combination of specialized experience and education accepted for GS-11
  • Demonstrated knowledge of retail food merchandising and store management principles
  • Competencies in interpersonal skills and retail store management
  • Experience managing commissary, supermarket, or similar commercial retail food store

Job Duties

  • Manage all activities and functions of the commissary including grocery, meat, produce, and deli-bakery departments where applicable
  • Provide full managerial and supervisory oversight for store employees
  • Plan, standardize, and control operations in assigned retail food store environments
  • Develop, interpret, and apply policies, procedures, and operating standards for retail food stores
  • Provide technical advice on merchandising and operational matters pertaining to grocery, meats, produce supplies, and front-end operations
  • Ensure compliance with federal regulations and internal policies
  • Oversee procurement, inventory management, and product distribution within the commissary
