The position of Commissary Officer is a critical leadership role within the retail food store management sector, typically situated in government or military commissaries that support service members and their families. Job Requirements
- Meet minimum qualifications for the grade level by announcement closing date
- Specialized experience as defined at the required grade levels
- Time-in-grade requirements for promotion within federal service
- Completion of at least 90 days of federal civilian service since selection for federal employees
- Submission of transcripts if relying on education to qualify
- Compliance with federal employment rules regarding time after competitive appointment
- Must have relevant knowledge and skills through education, training, or experience
- Ability to respond to competency questions related to interpersonal skills and retail store management
- Occasional overtime availability
- Must not be covered by bargaining unit
- Must be exempt under FLSA
- Accept obligation status if applicable
- Not eligible for recruitment or relocation incentives
Job Qualifications
- One year of specialized experience equivalent to at least the GS-9 grade level for GS-11
- Ph.D. or equivalent doctoral degree or three full years of progressively higher graduate level education leading to such a degree or LL.M. with related major for GS-11
- One year of specialized experience equivalent to the GS-11 grade level for GS-12
- One year of specialized experience equivalent to the GS-12 grade level for GS-13
- One year of specialized experience equivalent to the GS-13 grade level for GS-14
- Demonstrated knowledge of retail procurement and distribution methods
- Experience with principles, procedures, and techniques of retail food merchandising and store management
- Ability to develop and apply policies for retail food store operations
- Strong interpersonal skills and management experience in retail store
Job Duties
- Manage all activities and functions of the commissary including various departments such as grocery, meat, produce, and deli-bakery
- Provide management support and supervise store employees
- Oversee procurement, inventory control, and merchandising to ensure efficient store operations
- Develop, interpret, and apply policies, procedures, and operating standards in the commissary
- Plan and control operations within assigned sections of the retail food store
- Provide technical advice regarding merchandising and operational procedures pertaining to grocery, meats, produce, and front-end operations
- Ensure compliance with federal regulations and maintain high customer service standards
