The New York City Office of Technology and Innovation (OTI) is a pivotal agency dedicated to advancing the city's technological infrastructure and fostering innovation across its various departments. Established in 2022 through the consolidation of several former agencies—including the Department of Information Technology and Telecommunications, the Mayor's Office of the Chief Technology Officer, NYC Cyber Command, the Mayor's Office of Data Analytics, and the Mayor's Office of Information Privacy—OTI operates under the leadership of Commissioner and Citywide Chief Technology Officer Matt Fraser.

OTI's mission is to modernize and maintain New York City's IT infrastructure, ensuring that government operations are efficient, transparent, and responsive to residents' needs. The agency is responsible for setting the city's IT strategic direction, establishing security policies and standards, and evaluating emerging technologies.

It provides project management, application development, and quality assurance services, and manages the NYC.gov website, new media development, and Geographic Information Systems (GIS). Additionally, OTI operates the city's data center, dedicated wireless network (NYCWiN), wired network (CityNet), and oversees telecommunications systems.

The agency also administers telecommunications franchise contracts, including those for fiber, cable television, pay telephones, and mobile telecom equipment installed on city property and streets.

Key Initiatives

A notable initiative led by OTI is the Citywide IT Services (CITIServ) program, which consolidates the city's numerous data centers into a unified, shared services environment. This cloud computing solution is projected to generate approximately $100 million in cost savings over a five-year period.

OTI also manages the city's 311 service, a 24-hour hotline providing residents with information on government services and non-emergency issues. Since its inception in 2003, NYC311 has expanded to offer information on hundreds of city services, agencies, and events, serving as a vital resource for New Yorkers.
