Hinds County Human Resource Agency

Hinds County Human Resource Agency (HCHRA) is a public, non-profit organization established in 1976 by the Hinds County Mississippi Board of Supervisors. Its mission is to empower disadvantaged citizens to become self-reliant and realize their full potential. The agency promotes and delivers a broad range of high-quality services for children, families, single adults, the elderly, and the disabled.

HCHRA offers a comprehensive suite of programs designed to meet the diverse needs of the Hinds County community:

• Head Start and Early Head Start Programs: These initiatives provide comprehensive child development services to over 1,900 preschool children and their families. They focus on early childhood education, health, and family engagement to prepare children for school and life.
• Community Services Block Grant (CSBG): This program offers training, referrals, and assistance to low-income families striving for economic stability. Services include job skills training, education access assistance, and emergency aid to help families overcome financial hardships.
• Low-Income Home Energy Assistance Program (LIHEAP): HCHRA assists eligible households in managing energy bills by providing financial help and energy crisis intervention, ensuring families have access to essential utilities.
• Congregate Meals Program: This program provides home-style, sit-down meals to seniors in rural Hinds County, promoting socialization and nutrition among the elderly population.
• Home-Delivered Meals (Meals on Wheels): HCHRA delivers meals directly to homebound, elderly, and disabled citizens, ensuring nutritious food access for those unable to leave their homes.
• Rural Transportation Services: Through the Section 5311 Rural General Public Transportation Program, HCHRA offers safe, affordable public transit options for rural residents, facilitating access to essential services and employment.
• Title XX Transportation: This service enables seniors and disabled citizens in rural Hinds County to travel within the city for as low as $2.00, enhancing mobility and access to community resources.

Locations

HCHRA operates multiple locations throughout Hinds County to ensure service accessibility:

• Central Administrative Office: Located at 258 Maddox Road, Jackson, MS 39212, this office serves as the main hub for HCHRA operations.
• Neighborhood Service Centers (NSC): There are three NSCs strategically placed in Edwards, Terry, and Jackson to provide localized assistance.
• Head Start and Early Head Start Centers: The agency operates 12 Head Start Centers, seven satellite Head Start Classrooms, and four Early Head Start Centers across Hinds County. These include locations in Jackson, Edwards, Byram, Bolton, and Utica.
