Job Requirements

  • U.S. citizen
  • Selective Service Registration required for males born after 12/31/1959
  • Subject to background/security investigation
  • Completion of online onboarding process with acceptable identification
  • Participation in Seasonal Influenza Vaccination Program
  • Must serve 1-year probationary period
  • Ability to perform duties in a non-virtual, on-site environment
  • Compliance with Federal employment eligibility requirements
  • Meeting time-in-grade requirements for GS-12 position
  • Ability to perform moderately sedentary work including standing, walking, climbing stairs, bending, and occasional heavy lifting
  • No educational substitution for grade level
  • Adherence to all applicable VA policies and procedures

Job Qualifications

  • One year of specialized experience equivalent to GS-11 in the normal line of progression
  • Experience in planning, scheduling, and executing special events with community leaders, staff and visitors
  • Experience developing and proposing policies and programs governing voluntary services
  • Experience managing general post fund accounts and other financial accounts
  • Experience representing volunteer programs in speaking engagements before civic organizations
  • Experience making presentations to diverse audiences from small meetings to large conferences
  • Ability to provide technical and administrative supervision
  • Knowledge of The Joint Commission standards for volunteer programs
  • Strong project and event management skills
  • Strategic advisory experience to executive leadership
  • Proficiency in financial management and budget preparation
  • Experience conducting community partner research

Job Duties

  • Providing technical and administrative supervision to subordinates which may include an Assistant Chief, Specialist, Program Support Assistant, Secretary, or other administrative staff
  • Planning and leading all philanthropic activities and programs within widely dispersed locations across the healthcare system, VA Administrations and State Veterans Homes
  • Conducting and analyzing comprehensive needs assessments for optimal alignment of the program in support of the organization's mission and goals
  • Exercising final authority for the full range of personnel actions and organization design proposals recommended for the integration of without compensation employees
  • Ensuring compliance with all applicable standards of The Joint Commission for VHA volunteers
  • Designing, developing, and implementing the recognition and incentive awards program for the organization's volunteer workforce
  • Providing oversight of the organization's General Post Funds and in-kind development activities
  • Managing day-to-day operations of philanthropic development activities
  • Monitoring all donated monetary funds within the station's General Post Fund Accounts
  • Exercising discretionary authority to approve allocation and distribution of such funds
  • Preparing business case justification for anticipated expenses including alignment with VA and VHA goals
  • Responsible for project and event management of varied sizes and scope
  • Maintaining significant supervisory responsibility for every registered volunteer in accordance with TJC and occupational standards
  • Planning, design and development of each volunteer role and the work to be accomplished
  • Serving as a strategic advisor to executive leadership for utilization of community resources
  • Establishing local policies and procedures for strategic utilization of volunteers and partnerships
  • Serving as an advisor to VA Headquarters Voluntary Service National Advisory Committee
  • Conducting research on potential community partners for non-monetary partnership agreements
  • Serving as local subject matter expert on volunteer and donation management
  • Performing other related duties as assigned
