Job Requirements

  • Bachelor's degree in planning, public administration, real estate management, law, business, architecture, engineering, surveying, or related field
  • Minimum of eight years of experience managing real property, land use planning, and/or TOD in public or private sectors
  • Minimum of five years of experience with lease agreement components, contractual provisions, title commitments and policies, real estate closing procedures, and documents
  • Minimum of five years of supervisory or management experience
  • Real estate broker license, appraisal certification, or right-of-way certification preferred
  • Public transit or highly regulated entity experience preferred
  • Proficient with Microsoft Office Suite
  • Ability to communicate effectively, orally and in writing
  • Ability to use sound judgment
  • Ability to manage time and workload effectively with attention to detail

Job Duties

  • Manage the property portfolio to optimize district needs, expenditures, and community value
  • Negotiate leases and/or purchases with public and private entities to facilitate joint development opportunities
  • Oversee the management and strategy of space needs across all RTD properties
  • Manage policy elements of real property and TOD matters and collaborate with leadership on program goals
  • Prepare annual departmental and right-of-way budgets for capital projects
  • Analyze appraisals and risks associated with acquisition and relocation activities
  • Negotiate fair market value for property acquisitions and disposals
  • Manage negotiation, drafting, preparation, and control of legal documents for land acquisition, leasing, and joint development agreements
  • Oversee study and analysis of TOD throughout the district
  • Lead unsolicited and solicited proposal processes for joint development
  • Direct disposition of surplus property
  • Manage approvals of easements, licenses, and permits for third-party uses
  • Maintain appropriate staffing levels and monitor quality and quantity of work
  • Recruit, train, coach, and counsel staff
  • Conduct performance reviews and ensure accountability
  • Foster a safety-first culture emphasizing prevention and continuous improvement
