Job Requirements

  • Combination of education and/or experience providing required knowledge, skills, and abilities
  • Bachelor's degree in Safety, Engineering, or related field
  • Master’s degree preferred
  • At least five years of management-level experience in transit system safety, facility engineering, or fire/life safety
  • Valid California Class C Driver License or alternate transportation ability
  • Completion of training courses from CSTI, NTI, NFPA, and TSI preferred
  • Ability to communicate effectively in English
  • Able to work in typical office environments and field inspections
  • Must meet physical demands such as sitting, standing, walking short distances, and operating computer and telephone equipment
  • Flexibility to perform other related duties and accommodate reasonable accommodations
  • At-will employment status under hiring authority

Job Qualifications

  • Bachelor's degree in Safety, Engineering, or related field
  • Master’s degree preferred
  • Five years of management-level experience in transit system safety or related areas
  • Experience with regulatory compliance involving Cal/OSHA, SCAQMD, CARB, USEPA, and fire departments preferred
  • Experience leading industrial hygiene, safety, and environmental investigations
  • Strong leadership and team management skills
  • Excellent oral and written communication abilities
  • Proficient in analyzing complex safety data and regulatory requirements
  • Skilled in conducting safety program implementation and oversight

Job Duties

  • Directs, manages, and oversees Metro's Fire/Life Safety Program for all rail and bus lines and capital projects
  • Serves as chair of Metro's Fire/Life Safety Committee and Joint Powers Authority on rail capital projects
  • Identifies operational fire/life and system security issues and develops resolutions
  • Ensures compliance with Fire/Life Safety Design Criteria, NFPA standards, and related regulations
  • Performs design reviews of engineering packages and contractor submissions for code compliance
  • Oversees Fire Services Representatives coordinating fire/life safety
  • Coordinates review and approval of fire/life safety special considerations
  • Conducts field inspections and witnesses tests to resolve fire/life safety concerns
  • Acts as liaison with project personnel and outside agencies including fire departments and CPUC
  • Coordinates emergency training drills
  • Develops and maintains Safety Certification Program Plan
  • Manages safety certification for rail capital projects and compliance with CPUC orders
  • Oversees consultants and contractors for safety requirement adherence
  • Reviews and audits safety-related checklists and certification documentation
  • Supports integrated and start-up testing safety certifications
  • Participates on project Change Control Boards
  • Plans and implements incident response protocols
  • Represents Metro in local, state, and federal safety organizations and committees
  • Oversees Industrial Hygiene and Environmental Programs
  • Ensures compliance with OSHA, AQMD, and fire department regulations
  • Communicates and implements safety policies supporting agency safety goals
  • Maintains accountability for safety performance of assigned staff
  • May perform other related duties as required
