Job Description

Phoenix Sky Harbor International Airport (PHX) is one of the busiest airports in the United States, serving over 52 million passengers in 2025. It is a pivotal transportation hub located in Phoenix, the nation’s fifth-largest city. PHX is the largest among three airports operated by the City of Phoenix Aviation Department, which also manages Deer Valley and Goodyear airports. The department's Public Safety & Security Division (PS&S) is currently seeking a highly qualified Safety Analyst II to spearhead the implementation and continuous development of a comprehensive Airport Safety Management System (SMS) that aligns with Federal Aviation Administration (FAA) regulatory standards. The role is vital in maintaining the highest safety standards throughout the airport facilities and ensuring compliance with relevant city, state, and federal safety regulations.

The Safety Analyst II will operate with a significant degree of autonomy under the general guidance of an Aviation Supervisor III. The position will encompass a variety of responsibilities, including responding to hazard reports, conducting routine safety inspections, and developing and facilitating safety training programs. The candidate will also perform detailed job hazard analyses, maintain databases of industrial injuries, and collaborate with safety peers and stakeholders to coordinate health and safety initiatives.

Additional role expectations include providing technical safety guidance to supervisors and managers, identifying and mitigating workplace hazards, assisting in the development of safety policies and procedures, and participating in accident investigations. The Safety Analyst II will work closely with a wide range of internal and external collaborators such as consultants, contractors, vendors, and third-party trainers and auditors. Moreover, the role entails training and certifying staff in the safe operation of heavy equipment used in airport maintenance such as forklifts, bucket trucks, cranes, backhoes, and other vehicles and trailers.

Ideal candidates will possess familiarity with National Fire Protection Association (NFPA) 70e standards, FAA SMS requirements, and regulatory frameworks including those from the Department of Transportation (DOT), Occupational Safety and Health Administration (OSHA), and FAA Federal Aviation Regulations (FAR) Part 139. Strong interpersonal skills are essential, as the position demands the ability to collaborate effectively within groups and work independently on complex safety-related initiatives. Building trusted relationships across various levels of stakeholders is crucial for success in this role.

This full-time, regular position offers a competitive salary range of $72,966.40 to $107,806.40 annually, with the hiring range estimated between $72,966.40 and $97,780.80, depending on qualifications and experience. Job Requirements

  • two years of experience in accident prevention and loss control programs
  • at least one year of professional work experience with department-wide safety and employee occupational health, training, and motor vehicle safety programs
  • bachelor’s degree in risk management, safety management, or a related field
  • ability to work more than forty hours per week including weekends, evenings, early mornings, and holidays
  • ability to work outside in environmental extremes such as heat, cold, rain, air-pollution, and dust
  • pass criminal background check
  • comply with TSA general factors for employment disqualification
  • physically capable of operating personal or city vehicles with valid driver’s license and acceptable driving record
  • authorized to drive a city vehicle if required
  • possess personal insurance coverage if using personal vehicle for city business

Job Qualifications

  • Two years of experience in accident prevention and loss control programs
  • at least one year of professional experience with department-wide safety and employee occupational health, training, and motor vehicle safety programs
  • bachelor’s degree in risk management, safety management, or related field
  • familiarity with NFPA 70e requirements
  • familiarity with FAA SMS requirements
  • familiarity with DOT, OSHA, and FAA requirements
  • familiarity with FAA FAR Part 139 certification requirements
  • ability to work independently and in groups
  • strong interpersonal skills to build trusted relationships
  • preferred two years of safety experience at a large commercial or military airport
  • experience in accident prevention or investigation
  • experience in safety program implementation and management
  • experience in providing safety training in classroom and field settings
  • experience in researching and drafting safety policies and procedures
  • experience facilitating safety programs and developing training materials
  • experience with Airport Safety Management System development and management
  • experience with safety training related to heavy equipment, fall protection, electrical safety, and heat safety
  • professional safety certifications or training preferred
  • American Association of Airport Executives Safety Management System designation or Certified Member preferred
