Job Description
The Architect of the Capitol (AOC) is a federal agency responsible for the maintenance, operation, development, and preservation of the United States Capitol Complex, including its office buildings and grounds. AOC plays a vital role in supporting the functioning of the U.S. Congress by ensuring that the Capitol and its related facilities provide a safe, operational, and aesthetically fitting environment for lawmakers, staff, and visitors. The Office of the Chief Operating Officer within the AOC oversees a variety of functions critical to the day-to-day management of Senate Office Buildings, including food service operations and event management within these iconic spaces.Show More
Job Requirements

Job Qualifications
- Demonstrated experience following food handling and sanitation laws and regulations
- Knowledge of government procurement, accounting, and food services practices
- Experience managing funds and budgets for food service contracts
- Experience as a Contracting Officer's Technical Representative (COTR)
- Skilled in program management principles within food service and events operations
- Experience evaluating employee performance and initiating disciplinary action
- Ability to develop detailed budget estimates and approve expenditures
- Supervisory experience overseeing dining room operations and food preparation timing
- Knowledge of occupational safety and health standards
- Strong leadership, interpersonal, and written communication skills
- Ability to analyze data and improve service quality and operational efficiency
Job Duties
- Perform administrative and technical supervisory functions through a diverse restaurant and events team
- Establish performance standards and conduct evaluations for direct reports
- Assign work, oversee workload, resolve complaints and grievances
- Provide coaching, mentoring and job-related training
- Ensure compliance with equal employment opportunity goals and prevent discrimination
- Provide long and short-range strategic planning and monitor budget expenditures
- Oversee contractor invoices and validate costs according to contract provisions
- Maintain records tracking contractor costs and approve contract changes
- Ensure compliance with OSHA and safety regulations and enforce use of PPE
- Serve as program manager for Senate restaurant and event support services
- Manage event setups and configurations according to client specifications
- Develop and implement standard operating procedures and service guidelines
- Analyze event data and client feedback to recommend service improvements
- Collaborate with software engineers on event management software and provide training
- Manage daily operations and inventory of food venues
- Plan and facilitate special events including menu customization and service delivery
- Report to work during emergencies and inclement weather
- Work occasional mandatory overtime on holidays and weekends
