Job Requirements
- Bachelor's degree preferred in recreation, leisure, business administration, food and beverage administration or related field
- Experience in managing large-scale community or military support programs
- Demonstrated leadership in program management and operations
- Strong financial management skills including budgeting, auditing and contract administration
- Ability to interpret and apply complex policies
- Effective communication and negotiation skills with multiple stakeholders
- Ability to travel for site visits and program evaluations
Job Qualifications
- Extensive knowledge of administration, management and financial processes of large community or military support programs
- Proven executive experience in developing, managing and evaluating multi-command programs
- Skilled in quantitative and qualitative program assessment methods
- Comprehensive knowledge of DoW, DoN, CNIC policies and regulations
- Ability to interpret complex directives and apply to program management
- Mastery of personnel, food and beverage, recreation, fitness, community services management
- Expertise in NAF and APF financial management including budgeting and auditing
- Proficient in document writing and publication editing
- Strong leadership with consensus building and decision-making skills
- Excellent communication and negotiation abilities with diverse stakeholders
Job Duties
- Manage overall planning and administration of MWR programs including galley essential meals
- Provide technical direction and policy implementation for MWR operations across Navy installations
- Develop and manage budgets, perform cost and profitability analysis
- Oversee financial controls, auditing, acquisition, and contract administration
- Evaluate and improve program effectiveness through qualitative and quantitative methods
- Communicate and negotiate operational requirements with military and civilian stakeholders
- Travel to various sites to appraise program elements and implement best practices
