Job Requirements
- Bachelor's degree in a related field or equivalent experience
- two years of related program development experience
- ability to travel 60 percent
- valid Texas Driver's License
- successful completion of Emergency Management Performance Grant and National Incident Management System training courses including ICS-100, IS-200, ICS-300, ICS-400, IS-700, IS-800, T-600, DSO Development, STAR Development, O-305, IS393b, IS403, IS632, IS1000 within one year of hire
- ability to work extended hours during emergencies
- ability to operate a variety of specialized equipment
- strong communication and interpersonal skills
- ability to handle confidential information responsibly
- may work in adverse weather conditions
- reliable attendance
Job Qualifications
- Bachelor's degree in a related field from an accredited four-year college or university or equivalent combination of education and experience
- two years of related experience in program development
- preference for employment involving progressively responsible technical experience in an administrative or planning capacity for an industrial, federal, state, local government, or nonprofit organizations
- preference for disaster response or recovery experience in a leadership position with a local government entity or established volunteer organization
- ability to demonstrate poise, tact, diplomacy, and maintain effective professional relationships
- ability to present to small and large groups and convey technical information in lay terms
- analytical, detail-oriented, able to multitask without sacrificing accuracy
- organized, flexible, and able to prioritize in a multi-demand environment
- knowledge of methods of prioritizing, planning, organizing, and carrying out multiple technical projects simultaneously
- working knowledge of applicable state and federal regulations, legislation, guidelines, policies, and procedures
- knowledge of emergency management principles and practices
- ability to handle sensitive and confidential information
- proficiency in Microsoft Office Suite and Adobe Acrobat
- skill in operating various office and specialized equipment including laptops, projectors, GPS devices, and communication devices
- may be required to work in adverse environments or weather conditions
- valid Texas Driver's License
- successful completion of required emergency management training courses within one year of hire
Job Duties
- Serve in the primary role as the regional coordinator in the identification, training, and development of local ISTF contract members
- coordinate and deliver emergency management and disaster programs and training with ISTF contract members, local governments, emergency response organizations, regional organizations, other state agencies, volunteer groups and private industry
- advise and assist local officials with ISTF programs, verification of information, development or revision of standard operating procedures and other disaster assistance
- facilitate, participate in or observe local, state and federal emergency exercises representing TDEM, the ISTF and the state
- assist ISTF Division, Region, and local emergency management with the verification and identification of capabilities or facilities to aid in disaster recovery
- brief appropriate ISTF contract members and officials, as directed, with information during an emergency and throughout the recovery phase
- coordinate activities with deployed ISTF contract members, work in a Disaster District Emergency Operations Center or the State Operations Center for disaster recovery efforts
- provide support and guidance to local jurisdictions in the establishment of regional or COG level support teams
- provide liaison support between TDEM, ISTF contract members, local emergency management, local officials, volunteer group representatives, federal agency representatives, and other potential disaster responders
- perform as a field training officer, mentor ISTF contract, TDEM staff, and others
- assist in the training and gathering data for the initial damage surveys and needs assessment for disasters
- maintains a regular course of attendance and work extended hours when needed
- ability to travel 60 percent
