Job Requirements

  • Completion of graduate core program in homeland security, political science, criminal justice, emergency management, public health, international affairs or related field and 12 months experience conducting research and writing reports using operational, mathematical, analytical or statistical research techniques
  • Or 48 months experience conducting research and writing reports using operational, mathematical, analytical or statistical research techniques
  • Or 12 months experience as public safety intelligence analyst
  • Ability to recognize unusual or threatening conditions and take necessary actions
  • Knowledge of law enforcement and security management and related laws
  • Skill in operating PC and Microsoft Office software
  • Ability to handle sensitive issues and inquiries from officials and public
  • Pass criminal background check

Job Qualifications

  • 48 months experience conducting research and writing reports using operational, mathematical, analytical or statistical research techniques
  • Or completion of graduate core program in homeland security, political science, criminal justice, emergency management, public health, international affairs or related field and 12 months experience conducting research and writing reports using operational, mathematical, analytical or statistical research techniques
  • Or 12 months experience as public safety intelligence analyst
  • Or equivalent of minimum class qualifications for employment noted above
  • Knowledge of law enforcement and security management, state and federal laws regarding homeland security, manpower planning, employee training and development, BWC policies and procedures, direct supervision, counseling and interviewing, public relations, government structure and processes, security equipment usage, conducting security audits, BWC safety practices, interviewing
  • Skill in operating PC, Microsoft Office software, BWC-related software, use of LineScan equipment and safety equipment
  • Ability to recognize unusual or threatening conditions and take necessary actions, deal with many variables and determine specific course of action relating to facility security, calculate fractions, decimals and percentages, gather, collate and classify information about data, people or things, handle sensitive issues and inquiries from officials and public, prepare and deliver speeches, interpret and communicate technical material, develop complex reports, use proper research methods, originate instructions concerning use of machinery, draft or edit administrative policies and directives, pass criminal background check

Job Duties

  • Leads and manages BWC's physical security program across all statewide facilities, overseeing guard services, access control, surveillance systems, alarm systems, and overall security operations
  • Develops, implements, and updates agency-wide security policies, procedures, emergency protocols, and the central security guidebook while providing strategic security guidance to executive leadership
  • Directs threat assessment and workplace violence prevention activities, supervising the threat assessment team, reviewing investigative reports, and ensuring alignment with safety standards and legal requirements
  • Oversees internal investigations involving misconduct or policy violations, including case assignment, evidence review, interview oversight, confidentiality compliance, and coordination with HR, Legal, and external partners
  • Manages security-related budgeting, procurement, contracts, and vendor performance, including annual RFPs for contracted guard services and approval of invoices and equipment upgrades
  • Coordinates agency response during emergencies or service disruptions, maintains the emergency hotline, collaborates with Homeland Security and Public Safety, and ensures preparedness for evacuations, active aggressor events, and weather-related incidents
  • Develops and delivers agency-wide security and safety training programs, maintains required certifications, and promotes consistent security practices and a culture of accountability across all BWC locations
