Job Requirements
- Valid California Driver's License, Class C or higher
- Ability to obtain and maintain valid Airport Access Badge with driving endorsement within 10 days of employment
- Minimum seven years of relevant experience including five years of supervisory experience
- Bachelor's degree in engineering, planning, architecture, construction management, or related field
- Strong knowledge of FAA, CEQA, NEPA, TSA regulations
- Ability to pass background check including Criminal History Records, TSA check, and Security Threat Assessment
- Excellent organizational, leadership, and communication skills
Job Qualifications
- Bachelor's degree in engineering, planning, architecture, construction management, or related field
- Minimum of seven years of experience in capital infrastructure management or business services, with at least five years in a supervisory capacity
- At least five years of experience within the aviation industry
- Familiarity with FAA, CEQA, NEPA, TSA regulations and compliance
- Strong leadership and supervisory skills managing diverse multidisciplinary teams
- Proven experience in capital project funding, budgeting, and contract administration
- Excellent oral and written communication skills
- Ability to build effective relationships with elected officials, regulatory agencies, community groups, and partners
Job Duties
- Oversee all areas within the division, including engineering, project management, construction coordination and logistics management, project controls, airport project programming, land use planning/airport land use commission, and environmental compliance
- Establish goals and objectives for the planning and development departments and ensure resources are available to achieve goals
- Lead, plan, organize, direct, and evaluate the performance of staff with a focus on creating a high performance, service-oriented work environment
- Support staff development through best practices, coaching, knowledge transfer, mentorship, and training
- Lead strategic capital planning and prioritize projects to optimize funding opportunities
- Oversee preparation, development, implementation, and evaluation of the CIP and other programs/projects to ensure safety, security, reliability, and sustainability
- Ensure compliance with federal, state, and local laws, regulations, and procedures
- Manage contract management activities and serve as subject matter expert in contract management
- Oversee planning, design, engineering, and construction management for capital projects
- Manage project budgets, contracts, and compliance with technical and legal requirements
- Present reports to leadership, committees, and community groups
- Establish and monitor key performance indicators to ensure accountability
