Job Requirements
- High school diploma or equivalent (GED)
- Knowledge of standard office procedures
- Proficiency in Microsoft Office and/or Google Suite
- Ability to work 24/7/365 shifts including nights, weekends, and holidays
- Excellent English grammar, spelling, and punctuation
- Basic arithmetic skills
- Ability to communicate effectively with diverse stakeholders
- Ability to operate multi-line telephone systems and proprietary software
- Ability to monitor CCTV systems
- Ability to respond promptly to emergencies
- Reliable and able to work independently
- Must validate authorization to work using E-Verify
Job Qualifications

- Strong communication and organizational skills
- Ability to multitask and manage multiple communication channels
- Knowledge of GIS or proprietary software is beneficial

Job Duties
- Train new Communications Operators and schedule shifts to ensure 24/7/365 coverage
- Act as receptionist for City of Bloomington Utilities Service Center
- Administer 811 line locate requests
- Relay factual and helpful information to and from customers and the public via multi-line telephone, email, and proprietary software such as GIS
- Communicate clearly and efficiently with CBU staff, other City Departments, and external stakeholders
- Monitor activity surrounding the CBU Service Center via closed circuit television and report anomalies
- Initiate City staff activities in response to severe weather or emergencies
- Communicate CBU-related street closings/openings to promote efficient traffic flow
- Develop internal communications materials for CBU staff
- Coordinate calls from work crews and dispatch assistance if necessary
- Serve as backup Communications Operator in emergencies
- Support decision-making via data collection and distribution
- Participate in meetings and training sessions
- Assist in training new Communication Operators
- Monitor tank elevations as needed
- Maintain a safe work environment
- Perform related duties as assigned
