Job Requirements
- Bachelor’s degree or equivalent experience
- Minimum five years entitlement process experience
- Strong knowledge of California laws and regulations for entitlement and permitting
- Experience with project management in a quick service restaurant or similar industry preferred
- Ability to manage multiple projects and coordinate with diverse stakeholders
- Proficiency in reading and interpreting design documents and construction plans
- Willingness to travel up to 25 percent for fieldwork and site visits
- Excellent communication and negotiation skills
- Ability to work full-time in-office at Baldwin Park, California
- Valid driver’s license and reliable transportation
Job Qualifications
- Five years plus experience in the entitlement process
- Strong experience with the California entitlement and permitting process including EIR and Mitigated Negative Declaration processing
- Bachelor’s degree in Architecture, Civil Engineering, Construction Management or equivalent combination of education and experience
- Ten years’ experience in design or management of design teams familiar with construction practices and materials
- Extensive entitlement experience in Northern California and Los Angeles markets strongly preferred
- Quick service restaurant drive-thru experience preferred
- Experience serving as an applicant representative at city hearings
- Experience working with city planning staff, design review boards, planning commissions, and city councils
- Good knowledge of building codes, Title 24, ADA, basic utilities, and green code
- Understanding of construction, value engineering, construction costs, scheduling, and physical building elements
- Strong work ethic, excellent organizational and communication skills
- Ability to work autonomously and in a team environment
Job Duties
- Manage the entitlement process from start to finish including preparation and submission of entitlement applications
- Coordinate with city planners, governmental agencies, and local jurisdictions to meet regulatory requirements
- Oversee due diligence, permit research, and complete necessary applications
- Manage engineers, architects, geotechnical, environmental, survey, and other consultants involved in due diligence and entitlement processes
- Represent the applicant at city council and planning commission hearings
- Submit for and secure governmental entitlements such as CUPs, DRC approvals, and construction permits
- Collaborate with Real Estate Managers, Legal, Construction, developers, landlords, architects, engineers, and municipalities
- Manage multiple projects concurrently across various geographic locations
- Perform project site analysis, site design, and pro-forma budget projections
- Negotiate development agreements and assist in real estate purchase and lease negotiations
- Manage project budgets and schedules
- Coordinate with jurisdictions and public agencies during design review and entitlements to ensure compliance with building and operational standards
