Job Requirements
- Bachelor’s degree in engineering, architecture, construction management, business or public administration, or related field
- Minimum of ten years of progressively responsible leadership experience in facilities/asset management, capital program delivery, real estate portfolio management, or public-sector infrastructure operations
- Proven experience managing large budgets, complex vendor/consultant contracts, and multidisciplinary teams
- Strong leadership and organizational skills
- Residency requirements consistent with organization policies
- Ability to work collaboratively with internal teams, elected officials, and community stakeholders
- Effective communication skills
- Demonstrated success in project and operational management
Job Qualifications
- Bachelor’s degree in engineering, architecture, construction management, business or public administration, or related field
- Ten years of progressively responsible leadership experience in facilities/asset management, capital program delivery, real estate portfolio management, or public-sector infrastructure
- Experience managing large budgets and multidisciplinary teams
- Master’s degree such as MPA, MBA, or related field preferred
- Professional credentials related to engineering, architecture, or public administration preferred
- Proven success in reducing deferred maintenance and improving energy outcomes
- Experience leading enterprise-wide facilities or capital programs in growing municipalities
- Strong political acumen and ability to build relationships with elected officials and partners
- Commitment to fostering an inclusive, transparent, and high-performance culture
- Demonstrated ability to manage resources responsibly and hold staff accountable
- Effective communication and interpersonal skills
- Ability to lead organizational change with empathy and sound judgment
Job Duties
- Lead and oversee all operations of the General Services Department including stewardship of City facilities, property, and public spaces
- Serve as principal advisor and visible representative to City leadership, City Council, boards, commissions, partner agencies, and the public
- Manage day-to-day operations and long-range planning of City physical assets, including deferred maintenance and capital improvement projects
- Provide leadership and direction to a team of 124 employees with an operating budget of $21 million
- Ensure effective governance, policy development, and performance management within the department
- Oversee the City’s partnership with Keep Durham Beautiful to maintain clean and green community spaces
- Lead a $355 million Capital Improvement Program with 114 active projects including facility revitalization and cultural/public art expansions
- Strengthen project delivery outcomes by engaging consultants and partners and improving processes
- Review and realign departmental services and resources to enhance efficiency and collaboration
- Develop consistent project communications to inform internal clients and the public
- Foster a culture of fairness, transparency, and internal growth among staff
- Emphasize sustainability and energy management initiatives to improve building performance
- Rebalance leadership roles to support operations and prioritize resident-facing services
- Prepare the department for future growth through technology adoption and innovative practices
- Engage with stakeholders to ensure accountability and alignment of departmental goals
