Job Requirements
- College degree or equivalent business management experience
- Management experience required
- Minimum of five years of direct successful experience in a General Manager or Assistant General Manager capacity
- At least three years at the General Manager level managing a transit property or operation of 50 fixed-route vehicles and 110 plus employees
- Expertise in labor and union negotiations and expenses
- Full understanding of dispatch, scheduling, driver recruitment, and safety DOT and FTA compliance
- Proficiency in MS Office
- Strong analytical skills
- Strong written and verbal communication skills
- High degree of multi-tasking skills

Job Duties
- Oversee the employees of the contractor and manage and monitor operational activities associated with this scope of work
- Supervise the daily work activities of all operators, supervisors, dispatchers, maintenance workers, and other personnel necessary to support system operations
- Ensure all performance goals are met
- Ensure effective operations design, scheduling, and management
- Maintain an adequate and competently staffed organization
- Ensure effective quality assurance for all divisions
- Complete and accurate data collection, compilation, analysis, and reporting
- Ensure compliance with FTA and other federal, state, and local regulatory requirements
- Ensure effective environmental compliance and sustainability management
- Ensure professional response to comments from passengers and the general public
- Expertise and technical proficiency to assist with route and schedule planning and optimization
- Ensure effective response to specific requests for other assistance as the need arises
- Attend local and regional meetings at the County's request
- Effectively manage customer relations through both direct contact and outreach programs
- Identify, select, train and mentor location staff
- Effectively and frequently communicate with location staff and support team members
- Oversee vehicle maintenance plan and ensures fleet availability to meet service requirements
- Oversee safety and training programs, plans and processes to ensure compliance with company, contract and regulatory requirements
- Maintain client contact routinely to meet or exceed expectations
- Conduct periodic departmental audits
- Daily, weekly and monthly review of key operational metrics
- Ensure that all location financial metrics are managed continuously, exceptions are reported and action plans are developed to ensure the location meets it financial, safety and operational expectations
- Implement, promote and adhere to company policies and procedures
- Effectuate positive changes to policies, procedures and programs
- Participate in location(s) labor and employee relations activities
- Provide insight and information to support location(s) contract renewals
- Create and present location(s) annual budget
