Job Requirements

  • Bachelor's degree in maritime security, homeland security, emergency management, criminal justice, or related field or equivalent operational experience
  • Minimum of 5-7 years of relevant maritime security experience
  • At least 2 years serving as a facility security officer, assistant FSO, port facility security officer, or in a similar regulatory compliance role
  • Demonstrated experience delivering MTSA or maritime security-related training to adult learners
  • S. Coast Guard-approved MTSA FSO course completion and/or instructor qualification preferred
  • Prior U. S. Coast Guard member with MTSA facility/shipboard enforcement experience preferred
  • TWIC credential and knowledge of Coast Guard inspection and enforcement processes preferred
  • Ability to interpret and apply security regulations to facility operations
  • Skilled in risk assessment, security plan development, and emergency response coordination
  • Proficiency in Microsoft Office Suite and training delivery platforms

Job Duties

  • Deliver the TSS, U.S. Coast Guard accredited Facility Security Officer course in accordance with course curriculum to attending students
  • Conduct classroom, virtual, and on-site training sessions focused on facility security assessments, plan development, drills and exercises, and incident response procedures
  • Develop, update, and maintain instructional materials, course outlines, and assessments that reflect current regulations and industry best practices
  • Evaluate participant performance through exercises, written tests, and practical demonstrations
  • provide feedback to ensure operational understanding and compliance readiness
  • Advise maritime facilities on compliance with MTSA and 33 CFR Subchapter H requirements, including Facility Security Plans, vulnerability assessments, and annual audit processes
  • Assist clients with developing, reviewing, and updating Facility Security Plans to ensure alignment with Coast Guard expectations and local Area Maritime Security Committee guidance
  • Conduct mock inspections, compliance audits, and tabletop exercises to prepare facilities for Coast Guard inspections and annual reviews
  • Support facilities in strengthening physical, personnel, and procedural security measures to reduce vulnerabilities and mitigate risk
  • Provide expert guidance during incident response planning, drills, and after-action reviews
  • Stay current with changes in maritime security regulations, threat trends, and Coast Guard policy letters to ensure instructional and consulting services reflect the latest requirements
  • Recommend best practices for integrating MTSA compliance with broader safety and crisis management programs
  • Support the development of organizational security culture through education, communication, and leadership engagement
