The Aviation Department of the City of Phoenix manages and operates the Phoenix Airport System, which includes Phoenix Sky Harbor International Airport, Deer Valley Airport, and Goodyear Airport. As one of the busiest airports in the United States, Phoenix Sky Harbor International Airport serves over 140,000 passengers daily with more than 1,300 arriving and departing flights each day, generating an economic impact exceeding $44.3 billion annually. Job Requirements

  • Education, experience, and training enabling effective communication and contract analysis
  • ability to lift up to 50 pounds
  • ability to walk long distances and stand for extended periods including stair navigation
  • valid driver’s license with an acceptable driving record
  • ability to operate personal or City vehicles safely
  • successful completion of criminal background check
  • compliance with TSA employment disqualifiers
  • punctual and reliable attendance

Job Qualifications

  • Education, experience, and training enabling interaction with management and service providers
  • ability to read and analyze moderately complex contracts
  • advanced proficiency in Microsoft Office applications including Excel, Word, Outlook, Teams, SharePoint, and compliance tracking software
  • experience in financial review and data analysis preferred
  • contract monitoring and compliance experience preferred
  • strong analytical, auditing, and reporting skills
  • problem-solving ability
  • excellent communication skills
  • customer conflict resolution skills
  • knowledge of fire extinguisher inspection procedures
  • familiarity with airport security regulations and facilities maintenance environments preferred

Job Duties

  • Conduct detailed monthly audits of contracted service providers'invoices to verify accuracy, documentation completeness, and contract compliance
  • review billing elements including labor hours, material costs, equipment charges, and service logs
  • identify discrepancies and coordinate corrections with contractors
  • assist in preparing documentation for liquidated damages and help issue them when necessary
  • track expenditures and analyze trends or irregularities
  • interpret contract contents to contractors when needed
  • evaluate vendor adherence to key performance indicators such as cleanliness, response times, staffing levels, and quality control
  • ensure accurate entry, assignment, updating, and timely closure of work orders
  • monitor open, pending, and completed work orders for compliance
  • collaborate with contractors and staff to address overdue work orders
  • maintain data integrity in the work order management system
  • input and manage centralized purchase requests
  • track expenditures and verify purchase receipts against budget allocations
  • assist in annual budget development through expenditure history compilation and forecasting
  • maintain financial logs, spreadsheets, and documentation
  • prepare audit findings, compliance summaries, and monthly performance reports
  • maintain administrative tools including logs, dashboards, and inspection data
  • draft correspondence and corrective action documentation
  • support ongoing KPI tracking and contract compliance
  • observe and document non-compliance and coordinate corrective actions
  • participate in weekly site walks to observe operations and document findings
  • capture detailed notes, images, and follow-up actions
  • track contractor commitments and ensure corrective actions are completed
  • provide operational and administrative support within the section
  • interface with internal and external stakeholders
  • assist during airport emergencies or special operations as needed
