Job Requirements
- Bachelor's degree in geology, hydrogeology, environmental management, environmental sciences or a similar field
- Eight or more years of experience in air quality, energy, water quality, land quality, and/or site remediation
- Three or more years of mid-level management experience
- Valid driver's license
- Maintain a valid PDX secured area badge
- Maintain a valid Transportation Worker Identification Credential (TWIC) badge
Job Qualifications
- Bachelor's degree in geology, hydrogeology, environmental management, environmental sciences or a similar field
- Master's degree preferred
- Eight or more years of experience in functional areas including air quality, energy, water quality, land quality, and/or site remediation
- Experience with site remediation highly preferred
- Three or more years of mid-level management experience
- Proven knowledge of CERCLA (Superfund) implementation and environmental remediation principles and techniques
- Proficiency in managing environmental programs and staff including operational best practices
- Knowledge of budgeting, cost control, and financial oversight for environmental programs and projects
- Experience with competitive bid processes, contract execution, and management
- Ability to oversee a diverse portfolio of environmental projects across multiple jurisdictions
- Strong leadership skills with focus on long-term strategies
- Excellent collaboration, influence, and communication skills
Job Duties
- Direct and oversee the success of air, energy, water and land programs and site investigation, characterization, remediation, and cleanup projects
- Manage relationships with internal teams, regulatory agencies, industry groups, professional organizations, and tenants
- Facilitate decision-making, planning and communications with senior management
- resolve escalated issues
- Provide subject matter expertise and guidance on mixed media issues
- Lead strategic planning, budgeting, and operational activities for environmental programs as a service provider to the Port's business lines
- Ensure compliance with federal, state and local laws and regulations governing the range of mixed media programs
- Manage the environmental aspects of large, complex, multi-disciplinary projects
- Represent the Port at conferences and other engagements with industry groups
- Oversee the spill prevention, countermeasure and control program
- Ensure staff training and readiness for on-call spill response
- Provide oversight of documentation and reporting of spill events
