Job Requirements

  • Must possess a valid driver's license and maintain a satisfactory driving record
  • must pass a background check prior to employment
  • considered essential personnel during emergency situations
  • ability to work long hours and unusual schedules
  • advanced writing skills required

Job Qualifications

  • Bachelor's degree in Emergency Management, Public Administration, Business Administration, Government Administration, Criminal Justice, Law Enforcement, Planning or related field
  • three years of experience in emergency management, disaster preparedness, program or project analysis
  • FEMA Professional Development Series certification preferred
  • Certified Floodplain Manager (CFM) certification preferred
  • advanced writing skills
  • leadership and customer service abilities
  • strong organizational and time management skills
  • ability to secure mitigation funding
  • familiarity with FEMA grant guidelines and floodplain management principles

Job Duties

  • Researching and developing city hazard mitigation plans
  • providing direction for mitigation project scoping and contingency plan creation
  • preparing and disseminating mitigation outreach to citizens
  • coordinating with citizens on application forms and documentation
  • conducting benefit-to-cost analyses using FEMA BCA Toolkit software
  • planning and implementing mitigation projects including residential elevation and drainage improvements
  • establishing project budgets and selecting design consultants
  • coordinating projects with city departments and external agencies
  • reviewing technical documents such as elevation certificates and flood insurance rate maps
  • managing design and construction schedules within grant budgets
  • preparing bid packages and conducting contractor negotiations
  • applying knowledge of building construction management and floodplain principles
  • developing and preparing grant applications
  • utilizing city financial systems for procurement and financial management
  • submitting reports for grants, reimbursements, and budget modifications
