Job Requirements

  • Must possess a valid driver's license
  • Must maintain a satisfactory driving record based on City of Hampton's criteria
  • Must pass a background check related to the position prior to employment or promotion
  • Ability to work long hours and unusual schedules as essential personnel during emergencies
  • Advanced writing skills required
  • Willingness to serve in the Emergency Operations Center during city emergencies
  • Ability to adapt to changing policies and project requirements
  • Combination of education and experience may be considered

Job Qualifications

  • Bachelor's degree in Emergency Management, Public Administration, Business Administration, Government Administration, Criminal Justice, Law Enforcement, Planning or related field
  • Three years of experience in research, technical field, program or project analysis, evaluation, emergency management or disaster preparedness
  • FEMA Professional Development Series certification preferred
  • Certified Floodplain Manager (CFM) certification preferred
  • Strong advanced writing skills
  • Proven ability in customer service and project management
  • Strategic thinker with strong organizational skills

Job Duties

  • Researching, developing and implementing City hazard mitigation plans
  • Providing direction in scoping mitigation projects and creating contingency plans
  • Preparing and disseminating targeted mitigation outreach to citizens
  • Conducting benefit-to-cost analyses using FEMA BCA Toolkit software
  • Maintaining contact with citizens throughout mitigation projects
  • Planning, scheduling and implementing mitigation projects including elevation, acquisition, and flood control
  • Establishing project budgets and coordinating with consultants and agencies
  • Reviewing elevation certificates, flood insurance maps and technical information
  • Creating and managing construction schedules and cost estimates
  • Preparing bid packages, reviewing contractors' bids and conducting negotiations
  • Applying federal, state and local guidelines and regulations
  • Developing grant applications and managing mitigation financial accounts
  • Preparing and submitting grant reports, reimbursement requests and budget modifications
