Job Requirements

  • Equivalent to a bachelor’s degree from an accredited college or university with major coursework in emergency management, homeland security, public administration, business administration, or related field
  • Five years of increasingly responsible experience in emergency management, disaster planning or response including program development, administration and coordination with external agencies
  • Experience in a lead, supervisory, or program management capacity desirable
  • Valid driver’s license and ability to maintain insurability under District’s vehicle insurance program may be required
  • Ability to work on call, including evenings and weekends
  • Must be available to respond to emergency situations promptly
  • Must work on site
  • Ability to lift, carry, push and pull materials up to 10 pounds
  • Ability to operate standard office equipment and a motor vehicle
  • Effective communication skills in English
  • Ability to use computer software including Microsoft Office Suite

Job Qualifications

  • Knowledge of principles and practices of emergency management including hazard identification, mitigation, disaster preparedness, response, recovery and continuity of operations
  • Familiarity with California SEMS, ICS, NIMS, and HSEEP standards
  • Knowledge of Emergency Operations Center structures and procedures
  • Experience with emergency management technologies and platforms
  • Understanding of maritime transportation system operations and US Coast Guard roles preferred
  • Knowledge of US Navy emergency management processes
  • Principles of public administration, budgeting, contracts, personnel management, and organizational development
  • Leadership principles including supervising, training and motivating staff
  • Federal, state, and local laws related to emergency management and disaster preparedness
  • Community-based emergency support and interagency coordination
  • Research, data analysis, evaluation, and report preparation
  • Effective public speaking, presentations, and training delivery
  • Occupational safety principles including injury and illness prevention programs
  • Proficiency in Microsoft Office Suite and other relevant software
  • Techniques for preparing technical and administrative reports
  • Ability to plan and administer complex emergency programs
  • Deliver and evaluate emergency management training compliant with ICS, SEMS, NIMS, and HSEEP
  • Interpret and ensure compliance with emergency management laws and regulations
  • Design and conduct emergency exercises and evaluate outcomes
  • Coordinate and participate in multi-agency emergency exercises
  • Research and evaluate program operations and recommend solutions
  • Prepare clear, concise reports and presentations
  • Exercise sound judgment and initiative in managing priorities
  • Establish effective working relationships with staff and external partners
  • Utilize computer systems for emergency management planning and situational awareness
  • Retain knowledge of local geography and infrastructure
  • Communicate clearly and professionally
  • Work independently with minimal supervision
  • Respond to emergency incidents outside normal working hours

Job Duties

  • Plan, develop, administer and oversee the Port’s emergency management program
  • Participate in development and implementation of program goals, objectives, policies and priorities
  • Develop, administer and oversee program budgets
  • Prepare and update emergency management plans
  • Manage and maintain Emergency Operations Center facilities and technologies
  • Monitor and improve emergency technology systems
  • Coordinate development of Emergency Action Plans with partners
  • Coordinate emergency mitigation, preparedness, response and recovery activities
  • Monitor emerging threats and advise leadership
  • Serve as EOC staff member during incidents
  • Prepare after-action reports and documentation
  • Lead community preparedness programs and volunteer training
  • Deliver emergency preparedness training including ICS, SEMS and NIMS
  • Research and administer emergency management grants
  • Prepare and manage contracts for emergency resources
  • Coordinate with federal, state, local and military agencies
  • Conduct emergency exercises according to HSEEP standards
  • Provide staff assistance to Homeland Security Director
  • Present reports and technical documents to Port executives and Board
  • Represent the Port in professional emergency management forums
  • Conduct organizational studies and recommend program improvements
  • Monitor legal and regulatory changes in emergency management
  • Respond to inquiries and complaints about emergency preparedness
  • Perform related duties as assigned
