Job Duties
- Provide leadership, supervise, direct and evaluate assigned staff, process employee concerns and problems, direct work, counsel, discipline and complete employee performance appraisals
- Provide managerial oversight to Food Division while enforcing county and state regulations in food service establishments, food retail outlets, hotel/motels, public pools and spas, schools, camps, bed n' breakfast facilities, and childcare facilities
- Conduct training and orientation for new staff while achieving FDA Food Program Standardization
- Maintain current FDA Food Program Standardizations for all staff
- Perform unannounced inspections of health permitted facilities to ascertain overall regulatory compliance
- Prepare and maintain a broad range of inspection records and reports such as food protection reports, establishment permits, billing statements, violation and enforcement notices
- Provide consultation, technical, and educational services to groups, organizations, and individuals as related to construction parameters, operational requirements, personal hygiene, sanitation, safety codes
- Execute plan review for proposed new facilities or existing soon to be renovated in order to establish compliance with state and local laws and regulations construction and related equipment usage, methods, operation
- Oversee permit suspension and/or revocation procedures
- prepare notices, letters, pseudo-judicial actions pertaining to inspected facilities as required
- Investigate public and governmental complaints concerning regulated facilities
- Perform epidemiological functions concerning potential food-borne disease outbreaks
- secure environmental samples from regulated facilities and transport to state regional laboratory for analysis
- Offer sworn testimony as requested by various county boards concerning the acceptability of retail food establishments and their adherence to state laws and regulations
- Provide inspector performance audit reports to state officials to ensure contract compliance with all staff
- Attend state and FDA meetings requiring travel
- Manage departmental spending/budgets
- Maintain all computer systems/databases required to achieve compliance with all state and KCHD policies
- Serve on appropriate committees and work groups within KCHD and local county/city offices as needed
- Provide active support in Public Health Accreditation Board (PHAB) efforts
- Lead all efforts for Food Division to achieve and maintain FDA Food Program Standards
- Attend monthly meetings as required (virtual or in person) with state departments while executing contracts and assignments
- Provide division guidance for all inspectors as the liaison between the state departments and the FDA
- Identify problems and respond to more difficult situations with citizens, businesses, other governmental agencies and public health staff
