Job Description

The City of Phoenix Parks and Recreation Department proudly manages an extensive portfolio of more than 41,000 acres of desert parks, mountain preserves, 200 miles of trails, 29 pools, 8 golf courses, 16 specialty areas, 189 flatland parks, 10 preserve areas, and 33 community centers. This diverse network serves over a million residents who regularly use the city’s parks for recreational activities, including playground visits, walking, athletic sports, and enjoying open green spaces. With a substantial operating budget of $158 million and a five-year Capital Improvement Program of $422 million, funded by various sources including the voter-approved Phoenix Parks and Preserve Initiative, the department is a significant steward of the city’s outdoor and recreational resources.

The Parks and Recreation Department seeks an accomplished and experienced leader to join the team as Deputy Parks and Recreation Director for the Management Services Division. This is a full-time, regular employment opportunity with an annual salary range of $123,802 to $168,210, with a hiring range between $123,802 and $143,873. The Deputy Director will report directly to the Assistant Director and oversee a highly skilled team of about 25 administrative, technical, and professional staff members working across financial planning, resource management, budgeting, accounting, administration, information technology, as well as procurement and contract services. The Deputy’s role is critical in shaping the future needs of the department and community by developing and presenting policy and operational recommendations to city leaders, Boards, and Commissions.

Key responsibilities include managing the department’s financial functions through forecasting, revenue projection, budge development, expenditure analysis, and fiscal control management. The position also administers information technology applications such as recreational registration systems, SharePoint, and operational databases critical to department performance. Additionally, the Deputy Director manages procurement activities, including professional services, contracts, agreements with nonprofits, and intergovernmental agreements while ensuring compliance with city procurement ordinances and contract management. Other duties include administration of communication tower licenses, coordinating real estate transactions with the Finance Department Real Estate Division, supporting senior leaders with special projects, liaising with other city departments and external agencies, and maintaining top-notch customer service, integrity, efficiency, and fiscal responsibility throughout all activities.

Working at the City's central offices at 200 W. Washington St., Phoenix, AZ 85003, the Deputy is expected to work a minimum of 40 hours per week, demonstrating flexibility to meet critical deadlines and organizational needs. The role requires superior communication abilities for effective collaboration with internal departments, community groups, nonprofit organizations, City Council, Mayor’s Office, and other stakeholders. The position demands deep knowledge of city regulations, financial management methodologies, contract and procurement administration, and sound business practices.

Job Requirements

  • Bachelor's degree in recreation or parks management public or business administration finance and accounting or a related field
  • Five years of progressively responsible experience in large government or non-profit agency management including three years of supervisory and program management and budget administration responsibility
  • Valid driver's license and acceptable driving record for any required vehicle operation
  • Ability to work a minimum of 40 hours per week with flexibility to meet critical deadlines
  • Must successfully pass criminal background check
  • Proficiency in managing large operating budgets and procurement systems
  • Excellent communication and interpersonal skills
  • Knowledge of City rules financial budgeting methodologies contract and procurement administration

Job Qualifications

  • Five years of progressively responsible experience in government or non-profit large agency management positions including three years in an administrative position with supervisory responsibility and program management and budget administration
  • Bachelor’s degree in recreation or parks management public or business administration finance and accounting or related field
  • Three years of experience managing large operating budgets experience with SAP SRM SHERPA or similar systems experience with Legistar or similar software and Council reporting processes knowledge of procurement rules and regulations master’s degree in business or public administration finance accountancy or related field preferred
  • Proven leadership experience managing multi-faceted operations or multi-disciplinary staff
  • Experience interacting with executive staff community groups non-profits boards and elected officials including briefing material development and presentations
  • Experience working on large-scale projects with defined implementation deadlines
  • Demonstrated initiative and good judgement
  • Skilled in navigating complex interpersonal dynamics and resolving conflicts

Job Duties

  • Manage department financial functions including forecasting revenue projections operating and CIP budget development expenditure analysis and reporting and general accounting
  • Oversee department information technology applications including recreational registration systems SharePoint and operational databases
  • Manage department procurement activities including solicitation of professional services revenue contracts goods and services and agreements with non-profit organizations and intergovernmental agreements ensuring compliance with procurement system and ordinance contract management processes and small dollar purchasing
  • Administer South Mountain Communication Tower licenses and flatland park monopole sites
  • Coordinate with Finance Department Real Estate Division on department real estate transactions including purchase sale easements and leases and lead Land Water Conservation Fund program
  • Provide administrative support to Assistant Directors and Director including special projects and use independent judgement within policies and procedures
  • Liaison with other City departments and non-City entities on departmental operations and serve as Management Liaison to Phoenix Parks and Preserve Initiative Oversight Committee
