Job Description

The Honolulu County Farm Service Agency (FSA) Office, located in Honolulu, Hawaii, is seeking to fill the position of County Executive Director. The Farm Service Agency is a vital organization within the U.S. Department of Agriculture, responsible for implementing federal agricultural policy at the local level. Job Requirements

  • currently employed Hawaii Farm Service Agency employee
  • specialized experience in an FSA supervisory or managerial position within the last 5 years
  • minimum of 52 weeks specialized federal experience
  • meet time-in-grade requirements of 52 weeks at the next lower grade level
  • submit college transcripts if qualifying based on education
  • compliance with handbook 27-PM qualification standards
  • willingness to complete CEDT program if not currently a CED
  • ability to interpret and apply agricultural policies
  • knowledge of program regulations and reporting

Job Qualifications

  • master's or equivalent graduate degree or two years of graduate education
  • one year of specialized experience equivalent to grade CO-7 or GS-7 in federal service
  • experience with agricultural program policies and practices
  • supervisory experience related to FSA operations
  • successful completion of the CEDT training program or current CED status
  • knowledge of federal agricultural programs
  • program analysis and evaluative skills
  • ability to manage a team and resources effectively

Job Duties

  • manage the operation of the Honolulu County Farm Service Agency office
  • oversee the implementation of federal agricultural programs
  • coordinate with local farmers, ranchers, and stakeholders to deliver services
  • ensure compliance with federal and agency policies and procedures
  • lead and supervise office staff including training and development
  • analyze program effectiveness and recommend improvements
  • manage budget and resource allocation
