Job Requirements
- Bachelor's degree in civil engineering or related field
- Professional Engineer license required, West Virginia PE license preferred
- Minimum 13 years construction engineering experience
- Knowledge of WVDOT standards and manuals
- Proficiency in MS Office Suite
- Valid driver's license with good driving record
- Ability to travel to construction sites
- Strong communication and organizational skills
- Experience managing construction projects and teams
Job Qualifications
- Bachelor of Science in Civil Engineering or related field from an ABET-accredited university
- Professional Engineer (PE) license required, West Virginia PE license preferred
- Minimum 13 years experience in construction engineering practice
- Knowledge of WVDOT Standard Specifications Roads and Bridges, Construction Manuals, and MUTCD
- Experience in engineering design for roadways, structures, and drainage related to highway design and construction
- Proficiency in contract development and project management processes
- Skilled in schedule management, claims avoidance and mitigation, cost estimating and reporting
- Effective oral and written communication with stakeholders
- Strong task and time management skills
- Ability to apply engineering planning and principles to various projects
- Experienced in construction submittal reviews
- Ability to prepare technical, financial, and administrative correspondence
- Skilled in constructability and bid ability reviews, cost and schedule analysis
- Proficient in MS Office Suite
- Thorough knowledge of construction principles, techniques, and safety precautions
- Ability to effectively discuss project issues with contractors and clients
- Strong initiative and team coordination skills
- Excellent organizational skills and understanding of task assignment and scheduling
- Problem-solving ability using professional judgment, creativity, and innovation
- Working knowledge of critical path method scheduling
- Valid driver's license with good driving record
Job Duties
- Manage construction projects to assure contractor compliance with plans and contract documents
- Manage project personnel, inspection, materials quality control and quality assurance testing
- Oversee project documentation, budget, schedule and contract administration
- Provide support to clients or upper management on construction project elements
- Manage day-to-day operations of field construction inspection staff
- Conduct marketing and business development to grow CEI team in Southern West Virginia
- Prepare proposals and negotiate with clients including conducting interviews
- Provide consultation, investigations, evaluations, and written documentation as assigned
- Analyze and interpret project plans, contract language, and specifications
- Identify design errors and their impact on construction projects
- Recommend partial and final contractor payments
- Monitor project budgets and schedules and recommend adjustments
- Supervise and manage project staff and mentor team members
- Conduct pre-construction conferences, utility coordination meetings, and construction progress meetings
- Write project management correspondence and review staff recommendations
- Recommend solutions for field construction problems and design changes
- Prepare and review work orders and perform detailed construction estimates and Time Impact Analysis
- Coordinate with design, materials, environmental, traffic engineering, right of way, and public stakeholders to meet contract schedules and requirements
