Job Requirements

  • Meet time-in-grade requirements for the respective GS level
  • Have specialized experience relevant to the retail food store management
  • Submit resume and transcripts if education is used to qualify
  • Provide proof of federal service equivalency for time-in-grade
  • Respond to competency questions including interpersonal skills and management experience
  • Ability to work occasional overtime
  • Be not covered by bargaining unit
  • Exempt from Fair Labor Standards Act
  • Submit foreign education equivalency documents if applicable

Job Qualifications

  • One year of specialized experience equivalent to at least the GS-9 grade level for GS-11
  • One year of specialized experience equivalent to at least the GS-11 grade level for GS-12
  • One year of specialized experience equivalent to at least the GS-12 grade level for GS-13
  • One year of specialized experience equivalent to at least the GS-13 grade level for GS-14
  • Ph.D. or equivalent doctoral degree or three full years of progressively higher graduate level education with related major study
  • Combination of specialized experience and education for GS-11
  • Demonstrated knowledge of retail procurement and distribution methods
  • Knowledge of principles, procedures, and techniques of retail food merchandising and store management

Job Duties

  • Manage all activities and functions of the commissary including grocery, meat, produce, and deli-bakery departments
  • Exercise full managerial and supervisory responsibilities for store employees
  • Develop, interpret, and apply operational policies and procedures
  • Provide technical advice on merchandising and operational matters
  • Plan, standardize, or control operations in assigned retail food stores
  • Ensure compliance with federal regulations and retail food merchandising principles
  • Monitor inventory, procurement, and distribution methods
