The position of Commissary Officer is a critical role within the federal retail food management sector, responsible for the overall operation of commissary stores. A commissary is a retail grocery store primarily serving military personnel, veterans, and eligible beneficiaries, offering food and household items at reduced prices. Job Requirements

  • Meet time-in-grade requirements by announcement close date
  • Meet time after competitive appointment requirements
  • Submit resume and transcripts demonstrating qualifications
  • Have specialized experience in retail procurement and distribution methods
  • Knowledge of principles, procedures, and techniques of retail food merchandising and store management
  • Ability to manage and supervise store employees
  • Apply federal policies and procedures to retail food store operations
  • Possess interpersonal and management skills in retail store environment
  • Willingness to work occasional overtime
  • Not a bargaining unit covered position
  • Exempt under Fair Labor Standards Act

Job Qualifications

  • One year of specialized experience equivalent to the GS-9 grade level for GS-11
  • Ph.D. or equivalent doctoral degree or three full years of progressively higher graduate level education leading to a doctoral degree or LL.M. with major study in relevant fields for GS-11
  • Combination of specialized experience and education accepted for GS-11
  • One year of specialized experience equivalent to the GS-11 grade level for GS-12
  • One year of specialized experience equivalent to the GS-12 grade level for GS-13
  • One year of specialized experience equivalent to the GS-13 grade level for GS-14

Job Duties

  • Manage all activities and functions of the commissary including grocery, meat, produce, and deli-bakery departments
  • Provide full managerial and supervisory responsibilities for store employees
  • Plan, standardize, and control operations within assigned commissary stores
  • Develop, interpret, and apply policies, procedures, and operating standards
  • Offer technical advice on merchandising and operational matters concerning grocery, meat, produce supplies, and front-end operations
  • Ensure compliance with federal policies, procedures, and safety standards
  • Oversee inventory management and cost control measures
