The Commissary Officer role is a critical leadership position within a federally managed commissary, responsible for overseeing and managing comprehensive operations across multiple departments such as grocery, meat, produce, and where applicable, deli-bakery. This establishment is typically a government-operated retail food store offering a wide variety of food products and supplies primarily for military personnel, federal employees, and their families at reduced cost compared to civilian markets. Job Requirements
- Meet time-in-grade requirements for federal service
- Specialized experience or equivalent education as specified for grade levels
- Submit resume and transcripts if education is used to qualify
- Provide proof of federal service time if applicable
- Experience in management of retail food stores or commissaries
- Demonstrated interpersonal skills and management experience in retail store
- Compliance with application and documentation guidelines
- Available for occasional overtime work
- Not covered by bargaining unit
- Position is exempt under FLSA
- No recruitment or relocation incentives offered
Job Qualifications
- Specialized experience in retail food store management equivalent to the GS-9 grade level for GS-11
- One year specialized experience equivalent to the GS-11 grade level for GS-12
- One year specialized experience equivalent to the GS-12 grade level for GS-13
- One year specialized experience equivalent to the GS-13 grade level for GS-14
- Education in business administration, public administration, agricultural economics, or related field relevant to food industry management
- Combination of specialized experience and education acceptable at GS-11 level
- Demonstrated knowledge of retail procurement, distribution methods, and food merchandising principles
Job Duties
- Manage all activities and functions of the commissary including grocery, meat, produce, and deli-bakery departments where applicable
- Exercise full managerial and supervisory responsibility for commissary employees
- Plan, standardize, and control retail food store operations
- Develop, interpret, and apply policies, procedures, and operating standards
- Provide technical advice on merchandising and operational matters related to grocery, meats, produce, and front-end operations
- Ensure compliance with federal retail food store management standards
- Oversee procurement and distribution methods and optimize retail food merchandising processes
