Job Requirements
- Meet qualifications and requirements by announcement closing date
- Resume and/or transcripts must clearly show specialized experience or education requirements
- Ability to meet specialized experience at equivalent or higher grade levels
- Federal time-in-grade requirements met for promotions
- Competencies in interpersonal skills and retail store management
- Provide transcripts if education is used to qualify
- Submit foreign education equivalency documents if applicable
- Occasional overtime availability
- Not covered by bargaining unit
- Exempt under FLSA
- No recruitment or relocation incentives offered
- Not open to retirees under CSRS or FERS
Job Qualifications
- Experience equivalent to at least the GS-9 level for GS-11 positions
- Ph.D. or equivalent doctoral degree or three full years of progressively higher graduate education related to business administration, public administration, agricultural economics, or related fields for GS-11 eligibility
- Combination of specialized experience and education meeting 100% qualification
- One year specialized experience at the GS-11 grade level for GS-12 positions
- One year specialized experience at the GS-12 grade level for GS-13 positions
- One year specialized experience at the GS-13 grade level for GS-14 positions
- Demonstrated knowledge of retail procurement and distribution methods, food merchandising, and retail food store management
Job Duties
- Manage all activities and functions of the commissary including grocery, meat, produce, and deli-bakery departments
- Provide full managerial and supervisory responsibilities for store employees
- Plan, standardize, and control operations within the commissary store
- Develop, interpret, and apply policies, procedures, and operating standards
- Provide technical advice on merchandising and operational matters pertaining to food supplies and front-end operations
- Ensure compliance with organizational policies and quality standards
- Oversee employee training and performance management
