Job Requirements
- Meet specialized experience and education qualifications by announcement closing date
- Resume or transcript must clearly show qualifications
- For GS-11, meet minimum qualifications through specialized experience, education, or combination
- For GS-12, 13, 14, meet minimum qualifications through specialized experience only
- Must meet time-in-grade requirements by announcement close date
- Must meet time after competitive appointment requirements
- Ability to respond to competency questions regarding interpersonal skills and retail store management
- Must possess knowledge of federal service grade level requirements
- Submit transcripts when relying on education to qualify
- Acceptable transcripts include unofficial from accredited institutions
- Foreign education requires equivalency evaluation
- Position is exempt under FLSA
- Occasional overtime may be required
- Not covered by bargaining unit

Job Qualifications
- One year of specialized experience equivalent to the GS-9 grade level for GS-11 level
- Ph.D. or equivalent doctoral degree or three full years of progressively higher graduate level education in business administration, public administration, agricultural economics, or related field for GS-11 level
- One year specialized experience equivalent to GS-11 for GS-12 level
- One year specialized experience equivalent to GS-12 for GS-13 level
- One year specialized experience equivalent to GS-13 for GS-14 level
- Demonstrated knowledge of retail procurement and distribution methods
- Understanding of retail food merchandising and store management principles
- Experience with planning, standardizing, or controlling retail food store operations
- Ability to develop and apply policies and procedures for retail food stores
- Experience providing technical advice on merchandising and operational matters
Job Duties
- Manage all activities and functions of the commissary including various departments such as grocery, meat, produce, deli and bakery where applicable
- Provide full range of managerial and supervisory responsibilities for commissary store employees
- Oversee retail procurement and distribution methods to ensure efficient store operations
- Develop, interpret, and apply policies, procedures, and operating standards in the commissary
- Plan, standardize, and control operations to meet quality and regulatory standards
- Provide technical advice on merchandising and operational matters related to grocery, meats, produce, and front-end operations
- Ensure compliance with regulatory and organizational guidelines while maintaining high service standards
