Job Requirements

  • Meet minimum qualifications by announcement closing date
  • Specialized experience relevant to the assigned grade level
  • Relevant education or combination of education and experience
  • Meet time-in-grade requirements for federal employees
  • Provide transcripts if relying on education to qualify
  • Submit proof of federal service for time-in-grade validation
  • Pass competency evaluations including interpersonal skills and retail store management
  • Be prepared for occasional overtime
  • Submit required documents as outlined in the application
  • Must be a U.S. citizen or meet federal employment eligibility
  • Comply with federal employment regulations including non-bargaining unit status

Job Qualifications

  • One year of specialized experience equivalent to at least the GS-9 grade level for GS-11
  • Ph.D. or equivalent doctoral degree or three full years of progressively higher graduate level education in related fields for GS-11
  • Combination of specialized experience and education for GS-11
  • One year of specialized experience equivalent to the GS-11 grade level for GS-12
  • One year of specialized experience equivalent to the GS-12 grade level for GS-13
  • One year of specialized experience equivalent to the GS-13 grade level for GS-14
  • Demonstrated knowledge of retail procurement and distribution methods
  • Knowledge of principles, procedures, and techniques of retail food merchandising and retail food store management
  • Experience developing, interpreting, or applying policies and procedures in retail food settings
  • Strong interpersonal and management skills

Job Duties

  • Manage all commissary activities and functions including grocery, meat, produce, and deli-bakery departments where applicable
  • Exercise full managerial and supervisory responsibilities for store employees
  • Plan, standardize, and control operations in assigned retail food stores
  • Develop, interpret, and apply policies, procedures, and operating standards for retail food stores
  • Provide technical advice on merchandising and operational matters related to grocery, meats, produce, and front-end operations
  • Ensure compliance with federal and organizational guidelines and regulations
  • Oversee procurement, distribution, and merchandising methods to optimize store performance
