Job Requirements

  • Meet specialized experience or education requirements by announcement closing date
  • Submit a resume showing qualifications clearly
  • Comply with time-in-grade requirements for promotion
  • Have at least 52 weeks of Federal service at the next lower grade for GS-11 through GS-14
  • Meet time-after-competitive-appointment requirements
  • Provide transcripts if using education to qualify
  • Provide foreign education equivalency if applicable
  • Demonstrate interpersonal skills
  • Demonstrate retail store management experience

Job Qualifications

  • Specialized experience equivalent to GS-9 for GS-11 level
  • Ph.D. or equivalent doctoral degree or three years of progressively higher graduate education for GS-11
  • Combination of specialized experience and education for GS-11
  • One year of specialized experience equivalent to GS-11 for GS-12
  • One year of specialized experience equivalent to GS-12 for GS-13
  • One year of specialized experience equivalent to GS-13 for GS-14
  • Demonstrated knowledge of retail food merchandising and store management principles
  • Experience managing a commissary, supermarket, or comparable commercial retail food store
  • Ability to develop and apply policies and standards in retail food service
  • Experience providing technical advice in grocery, meat, and produce supplies

Job Duties

  • Manage all activities and functions of the commissary including grocery, meat, produce, and deli-bakery departments
  • Exercise full managerial and supervisory responsibilities for store employees
  • Plan, standardize, and control operations across assigned retail food services
  • Develop, interpret, and apply store policies, procedures, and operational standards
  • Provide technical advice on merchandising and procurement matters
  • Oversee retail procurement and distribution methods
  • Ensure compliance with regulations and operational benchmarks
