Phoenix Sky Harbor International Airport (PHX) stands as a pivotal hub in the aviation sector, serving over 52 million passengers in 2025 alone. The City of Phoenix Aviation Department is currently seeking to fill the position of Aviation Supervisor III within its Public Safety and Security Division, specifically the Safety and Emergency Preparedness Section. This full-time, regular employment role is dedicated to ensuring compliance with key regulatory frameworks including the Federal Aviation Administration's (FAA) Part 139 Subpart E Airport Safety Management System, Airport Emergency Management protocols, and the Occupational Safety and Health Administration (OSHA) standards outlined in 29 Code of Federal Regulations 1910 for general industry. The Aviation Supervisor III will play a supervisory role, overseeing Safety Analysts II while also providing critical administrative and operational support to maintain and advance safety and emergency preparedness initiatives.
In this capacity, the supervisor will be entrusted with a diverse array of responsibilities such as managing technical and managerial tasks that include report writing, budget monitoring, human resource management, and developing formal procedures for enhanced safety compliance. One of the key functions of the Aviation Supervisor III is to ensure the implementation and adherence to federal, state, and local regulations, including the Phoenix City Code Chapter 4, Article IV, FAA safety regulations, and OSHA protocols. The position also involves active participation in managing the Airport Emergency Plan along with other contingency plans to prepare for and mitigate emergency scenarios effectively.
Leading and overseeing safety and emergency preparedness training programs is a crucial aspect of this role, ensuring that all department personnel are well equipped to respond to emergencies and maintain compliance with regulatory standards. Job Requirements
- Four years of progressively responsible experience in airport activities or technically specific areas
- Two years in supervisory capacity
- Associate's degree in public, business, airport administration or related field
- Ability to work irregular hours including weekends, holidays, and evenings
- Successful completion of criminal background check
- Valid driver's license and acceptable driving record if required to operate City or personal vehicles for business
- Compliance with TSA general factors for employment disqualification
- Other combinations of education and experience meeting minimum requirements may be substituted
Job Qualifications
- Associate's degree in public, business, airport administration or related field
- Four years of progressively responsible experience in airport activities or technical areas
- Two years supervisory experience
- Experience with FAA Part 139 regulations and Advisory Circulars
- Knowledge of OSHA 1910 regulations
- Strong customer service and stakeholder engagement skills
- Experience with public presentations and correspondence
- Proficient in Microsoft Office
- Experience in regulatory compliance and auditing
- Experience managing budgets and contracts
