Job Requirements

  • Bachelor's degree preferred
  • experience in airport or municipal management preferred
  • knowledge of FAA regulations
  • strong communication skills
  • ability to manage multiple projects
  • capacity to work irregular hours including potential emergency response
  • normal color vision required
  • ability to hear and speak clearly
  • physical ability to perform field inspections and maintenance oversight
  • must be insurable

  • successful completion of pre-employment drug screen and background check

Job Qualifications

  • Bachelor's degree in aviation management, public administration, business administration, or related field preferred
  • experience in airport management or municipal government preferred
  • knowledge of Federal Aviation Authority (FAA) regulations and state transportation requirements
  • strong project management and organizational skills
  • excellent communication and interpersonal skills
  • ability to work collaboratively with diverse stakeholders
  • proficiency in administrative and reporting duties
  • experience with grant applications and capital improvement projects
  • leadership and supervisory experience
  • ability to perform physical inspection duties

Job Duties

  • Serve as staff representative to the Polk County Aviation Authority (PCAA) Board
  • organize and run monthly Board meetings
  • conduct administrative duties
  • implement actions as directed by the PCAA Board
  • advise the City and Polk County on airport operational and capital needs
  • coordinate with City staff, PCAA Board Chair, and legal counsel to prepare monthly PCAA agenda
  • act as primary contact for all Federal Aviation Authority (FAA) and Iowa Department of Transportation (IDOT) inquiries and administrative matters
  • serve as liaison between PCAA and Fixed Based Operator
  • generate and issue Notice to Airmen Warnings (NOTAM) when required
  • interpret and implement FAA standards and regulations including reporting and grant management
  • ensure construction projects comply with building codes and zoning
  • coordinate utility access and easements
  • perform daily airport inspections concerning security, animal control, runway debris, snow and ice control, and property access
  • oversee routine maintenance of airport facilities including runways and lighting
  • manage airfield mowing and snow/ice control operations
  • arrange contractor repairs for hangar, pavement and utilities
  • negotiate leases and acquisitions with legal counsel
  • coordinate with public, regulatory agencies, and tenants regarding policy and complaints
  • develop contracts for snow removal, animal control, and engineering services
  • supervise airport engineer and contractors on capital projects
  • author requests for proposals and ensure compliance with public bidding
  • generate annual Airport Capital Improvement Plan (ACIP) for Board approval and submission
  • assist engineer with federal and state grant submissions and monitoring
  • perform all other assigned duties
