Job Requirements
- Bachelor's degree required preferably in science, engineering or related discipline
- Experience from entry level to 10+ years in pipeline environmental compliance required depending on level
- Recognized subject matter expert in two or more environmental program areas
- Understanding of pipeline and terminal maintenance, operations and emergency response including NIIMS Incident Command System highly desired
- OSHA/RCRA 24-hour HAZWOPER preferred
- IS-700 NIMS & ICS 100/200/300 preferred
- Proficiency with Microsoft Office products required
- Valid driver's license
- Willingness to travel 0% - 25% including short notice and adverse conditions
- Ability to communicate well with federal and state regulatory inspectors
- Good written and oral communication skills
- Good presentation and organizational skills
- Must meet OSHA medical criteria for emergency response
- Ability to safely perform field inspections, enter confined spaces, and respond to emergencies
- Adherence to DOT Drug and Alcohol testing requirements
Job Qualifications
- Bachelor's degree preferably in science, engineering or related discipline
- Entry level through 10+ years pipeline environmental compliance experience depending on level
- Recognized subject matter expert in two or more environmental program areas
- Fully competent in supporting assigned territory in all aspects of environmental compliance
- Understanding of pipeline and terminal maintenance, operations and emergency response including NIIMS Incident Command System preferred
- OSHA/RCRA 24-hour HAZWOPER preferred
- IS-700 NIMS & ICS 100/200/300 preferred
- Proficiency using Microsoft Office products required
- Experience in Visio and SharePoint desired
- Valid driver's license
- CEP, CHMM, EIT, PE or other relevant certifications highly desired
- Excellent communication, presentation and organizational skills
- Ability to communicate well with federal and state regulatory inspectors
Job Duties
- Manage the air permitting program including updating PSD and Title V permits and submitting permit-by-rule applications as necessary
- Perform Reasonable Inquiry as required by Title V regulations and complete semi-annual Title V Deviation Reports
- Manage compliance documentation for air regulations including MACT ZZZZ, MACT EEEE, MACT Y, NSPS Kb and NSPS IIII by assembling and submitting periodic reports
- Assist asset teams with annual environmental audits of pipeline and terminal facilities
- Communicate and reinforce environmental compliance
- Conduct investigations and lead root cause analysis for major incidents such as product releases
- Respond to pipeline and terminal emergencies serving as Site Environmental Officer or ICS Coordinator
- Assist as liaison between environmental and state agencies
- Provide technical advice regarding environmental equipment and procedures
- Ensure environmental reporting obligations are met including Air Emission Inventories and TSCA Reports
- Perform active work audits during hydrostatic tests, pipe repairs, tank repairs and other activities
- Assist in writing and revising System and Local Operating Manuals and maintaining Emergency Response Plans
- Conduct new employee and operations training
- Support Health, Safety, Security and Environmental management in safety and training program development
- Represent the company at public awareness meetings
- Manage work associated with capital projects and enhancements to facilities
- Assist in environmental budget development
- Support district work team objectives including tasks outside normal responsibilities
- Provide assistance as requested by team members
- Perform other duties as assigned
