City Operations

City Operations serves as the backbone of Portland's municipal functions, supporting approximately 7,500 public employees. This service area encompasses several bureaus and offices, such as the Bureau of Fleet and Facilities, Human Resources, Independent Police Review, Office of Community-based Police Accountability, Procurement and Business Opportunities, and Technology Services.

These entities work collaboratively to ensure efficient and effective delivery of city services.

Community and Economic Development

This service area focuses on fostering prosperity for all Portlanders by creating and delivering efficient, transparent, and equitable solutions.

It includes programs and services that contribute to a resilient built environment and vibrant community experiences.

Public Safety

The Public Safety Service Area advances safety through collaborative prevention, response, and recovery efforts. It includes traditional public safety components like the Portland Police Bureau, Portland Fire & Rescue, and the Bureau of Emergency Communications.

Additionally, it encompasses the Bureau of Emergency Management, the Office of Violence Prevention, and Portland Street Response, all working together to ensure the safety and well-being of the community.

Public Works

Public Works provides essential services such as clean drinking water, vibrant parks and recreation, reliable sewer and stormwater management, and a safe and accessible transportation system.

The bureaus under this service area include:

These departments collaborate to maintain and enhance the city's infrastructure and public amenities.

Vibrant Communities

As of July 1, 2025, the Vibrant Communities Service Area was dissolved, with its bureaus and offices moved to Public Works and Community & Economic Development service areas.

Prior to this change, it included the Portland Office of Arts & Culture and Portland Parks & Recreation, which managed parks, natural areas, recreational facilities, gardens, and trails.

City Leadership

Portland's leadership includes Mayor Keith Wilson, elected in November 2024 and took office in January 2025. The City Council comprises 12 members, each representing specific districts within the city.

The City Administrator, Michael Jordan, appointed by Mayor Wilson, oversees day-to-day operations of the city's bureaus and departments.
