The role focuses on supporting the Gateway Development Commission (GDC) as part of the MPA delivery partner joint venture between Mace, Parsons, and Arcadis. Selected as partners of choice for the Gateway Program in New York, the team works on pivotal infrastructure projects, including the Hudson Tunnel Project. This initiative addresses one of the busiest rail connections, serving more than 800,000 daily passengers between New York, New Jersey, and the broader Northeast Corridor. Funded significantly by the bipartisan Infrastructure Investment and Jobs Act (IIJA), this $12 billion federal investment marks the largest mass transit project in modern U.S. history, aimed at improving capacity, reliability, and resilience of commuter and intercity rail transit.

In this role, you will be responsible for leading the assessment, management, and mitigation of operational health, safety, and wellbeing (HSW) risks across the program. You will play a critical part in driving change through communication, engagement, and innovation, while ensuring that local business plans align with overarching project goals. The position demands collaboration with operational directors to maintain cost-effective performance, support career development within teams, and promote a safety-first culture. You will also engage with industry stakeholders and continuously pursue improvements through rigorous assurance processes.

Job Requirements

  • Ten years experience implementing, monitoring and managing safety for heavy civil construction programs/projects
  • Experience in employee engagement and soliciting feedback to create change
  • Strong communication, leadership, and problem-solving skills
  • Proficiency in project management software and tools
  • OSHA 30
  • Professional qualification or equivalent
  • Relevant experience of management in a large organization
  • Evidence of continuous professional development
  • An open mind with the ability to adapt to meet the needs of the work and personnel change

Job Duties

  • Responsible for assuring the assessment, management and mitigation of risk in accordance with regulation and business standards
  • Drives change through communication, persuasion, engagement and innovation
  • Supports the integration of the Operational HSW job family into an efficient, effective and cohesive team
  • Monitors and report on performance, provide advice, guidance and expertise as needed
  • Translates business strategy and objectives into local business plan/s
  • Collaborates with operational directors to deliver cost effective and efficient performance
  • Develops and delivers agreed local business plan/s to time, quality and budget
  • Supporting succession planning and career development activities for team/s
  • Collaborates with the assurance function in the pursuit of continuous improvement
  • Engages and influences identified business and industry stakeholders
  • Ensure timely and effective escalation of non-compliance issues they are unable to influence or achieve a satisfactory conclusion to
