Strategic Permit Manager, Land Development

The Strategic Permit Manager role is an integral position within AWS Infrastructure Services, based in Arlington/Herndon VA, Seattle WA, or Austin TX. This role focuses on coordinating the planning, execution, and evaluation of all critical government approvals required for land development related to AWS data center infrastructure and essential supportive facilities. The person in this position supports the entire entitlement and permitting process of projects, working closely with internal teams—including transaction, economic development, engineering, construction, utility, and environmental groups—to develop, coordinate, and negotiate permitting strategies that align with regulatory requirements and company objectives.

Strategic Permit Managers act as the primary liaison for Authority Having Jurisdiction (AHJ) entities, maintaining key relationships and leading negotiations and escalations involving these government bodies. This role requires staying vigilant on risk management related to permitting and entitlement processes, identifying potential issues proactively, and communicating them effectively to internal stakeholders and leadership to ensure seamless project delivery.

The position demands a proven ability to manage multiple high-priority projects simultaneously, often under tight timelines, and to coordinate cross-functionally with various teams and external consultants and legal counsel. Candidates must demonstrate experience in real estate development regulations, entitlement processes, and direct engagement with government approvals. The role includes up to 50 percent travel and requires the ability to work onsite in the designated office location up to five days a week when not traveling.

The daily responsibilities include coordinating communications to manage project planning and execution, developing technical approval materials for AHJ submissions, meeting with AHJ staff virtually and in person to ensure alignment on requirements, and maintaining detailed approval schedules. Strategic Permit Managers also oversee consultants and specialists responsible for entitlement and permitting schedules, track real-time metrics for permit delivery, and conduct after-action reviews to identify process improvements.

Compensation for this role ranges from $92,400 to $160,000 annually, depending on the candidate's experience, qualifications, and location.
