The Site Manager position at ZAI plays a critical leadership role overseeing contractor operations that support ATF Crime Gun Intelligence (CGI) Field Offices, Firearms Operations Divisions (FOD), the National Integrated Ballistic Information Network (NIBIN) Branches, Crime Gun Intelligence Centers (CGICs), and the NIBIN mobile fleet. This hourly position offers a competitive salary rate of $51.31 and involves managing a diverse range of operational activities essential to ballistic evidence processing and crime gun intelligence development. The Site Manager is responsible for ensuring operational excellence, enforcing evidentiary chain-of-custody compliance, and maintaining mission performance standards aligned with stringent forensic protocols.

In this capacity, the Site Manager acts as the primary liaison between contractor personnel and ATF leadership, coordinating efforts to disrupt armed violent offenders, criminal organizations, and firearms traffickers. The role demands oversight of ballistic evidence entry, intelligence analysis, firearm tracing, acquisition and correlation of ballistic data, supervised test firing, and documentation. The Site Manager ensures contractor adherence to ATF-approved scientific procedures, standard operating procedures (SOPs), and quality assurance standards. Managing multiple NIBIN Branch locations and the mobile forensic laboratories requires effective personnel supervision, logistics coordination, and continuous training to uphold operational readiness and data integrity. Trained in forensic science and accustomed to federal contract environments, the ideal candidate will bring demonstrated leadership and expertise in a law enforcement or forensic setting. One must also be a U.S. citizen with the ability to obtain Public Trust Clearance.

The position also emphasizes quality assurance, compliance monitoring, personnel development, and stakeholder engagement. Job Requirements

Job Qualifications

  • Demonstrated leadership experience supervising technical or intelligence personnel
  • Experience working with ballistic imaging systems, firearm identification, or forensic laboratory procedures preferred
  • Knowledge of chain-of-custody protocols and evidentiary handling standards
  • Experience with intelligence systems, investigative reporting, or case management tools
  • Strong organizational, analytical, and communication skills
  • U.S Citizenship required as well as ability to obtain a Public Trust Clearance

Job Duties

  • Oversee contractor personnel supporting ATF Field Offices, CGICs, and NIBIN sites
  • Ensure timely entry of ballistic evidence into NIBIN, including support to NIBIN mobile units
  • Supervise intelligence pooling efforts across NIBIN results, RMS event data, and other investigative systems
  • Ensure development and dissemination of actionable crime gun intelligence leads
  • Monitor daily use and data entry within ATF e-Trace system, NIBIN Enforcement Support System (NESS), Local Record Management Systems (RMS)
  • Oversee accurate identification and tracing of firearms using established ATF systems
  • Manage contractor support within ATF NIBIN Branch locations
  • Ensure compliance within an evidentiary chain-of-custody environment
  • Oversee acquisition of digital ballistic images, correlation reviews, and preparation of NIBIN lead and case reports
  • Oversee authorized firearm test firing activities and ensure compliance with approved test fire plans
  • Supervise contractor support to the NIBIN mobile fleet and maintain operational readiness
  • Ensure on-site training incorporates best practices for mobile lab operations
  • Ensure strict compliance with evidentiary chain-of-custody requirements
  • Conduct performance monitoring and implement corrective actions
  • Supervise site personnel and coordinate staffing assignments
  • Provide regular operational reports, performance metrics, and status updates
  • Serve as the primary contractor point of contact for ATF site leadership
