Job Description
The Airport Safety and Health Department is a critical component of the City and County of San Francisco's commitment to maintaining a safe and healthy environment for all airport employees, tenants, and visitors. The department is dedicated to implementing stringent safety protocols, compliance with federal and state regulations, and fostering a culture of health and safety awareness across all airport operations. As a governmental agency overseeing one of the nation's busiest airports, the department works closely with multiple stakeholders including airlines, airport tenants, regulatory bodies such as OSHA and Cal/OSHA, and internal airport divisions to ensure the highest standards of occupational safety and health are met. The department responds promptly to safety incidents, conducts thorough risk assessments, and continuously updates policies in accordance with legislative changes and industry best practices. The Safety and Health Manager reports directly to the Director of Safety, Health & Compliance and plays a pivotal role in managing and enhancing the airport's occupational safety and health programs. This is a full-time administrative position responsible for the daily oversight and operational management of the Safety and Health section. The role drives the development, implementation, and continuous improvement of key programs such as the Injury and Illness Prevention Program (IIPP), ensuring compliance with OSHA and Cal/OSHA regulations. The Safety and Health Manager oversees policy development related to occupational health, safety training for airport employees, and overall safety program performance metrics. Engaging closely with internal divisions and external agencies, this position requires strong leadership to coordinate safety initiatives, respond to incidents, and advance risk mitigation strategies.
Additionally, the Safety and Health Manager is entrusted with supervising the Safety and Health team, managing the section budget, and serving as the airport's representative in interagency meetings. The role demands expertise in reviewing construction project safety standards and evaluating hazards in both new and existing infrastructures. Candidates must be adept at navigating regulatory environments, crafting detailed reports, and advising management on safety risks and compliance issues. Flexibility is essential as the role may require emergency response support during weekends, evenings, or holidays, beyond the typical Monday to Friday schedule. Job Requirements
- Bachelor’s degree in a relevant field

Job Qualifications
- Bachelor’s degree in occupational safety, industrial hygiene, environmental health or related field
- extensive experience in safety and health program development and management, preferably in an airport or large operational environment
- thorough knowledge of OSHA, Cal/OSHA regulations and injury and illness prevention programs
- strong leadership and team management skills
- excellent communication and interpersonal skills
- ability to interpret complex regulations and prepare detailed reports
- experience with budgeting and financial management
- proficiency in conducting safety training and curriculum development
- ability to read construction blueprints and assess site safety
- proven ability to work collaboratively with multiple stakeholders
Job Duties
- Coordinate and manage the administrative and operational activities of the Airport’s Safety and Health section
- manage, implement, and oversee the Airport’s injury and illness prevention program
- develop and maintain occupational health and safety policies and procedures
- coordinate, design curriculum, and implement safety and health training for Airport employees
- develop and track performance standards and metrics, goals and objectives to improve safety and health at the Airport
- ensure that construction project sites follow all construction standards
- identify and evaluate safety and health hazards in new and existing structures
- keep abreast of changes in regulations and ensure Airport compliance with applicable safety and health regulations
- advise management and staff including the directing of and/or preparation of reports and recommendations
- cultivate and maintain productive working relationships with internal/external stakeholders and partners
- develop and communicate highly technical data, interpret regulations and prepare complex statistical safety and health reports
- manage the Safety and Health budget and forecast expenses for future budgets
- supervise the Safety and Health team
- perform other related duties as required
