The role available is for a RIFS Domestic Violence/Sexual Assault (DV/SA) Advocate 1 within the Refugee & Immigrant Family Strengthening (RIFS) program. This program was launched by IRCO in 1998 in recognition of the unique challenges faced by immigrant and refugee survivors of domestic violence and sexual assault, including language barriers, cultural differences, and access to services. The DV/SA Advocate 1 plays a vital part in assisting individuals and families affected by domestic violence, sexual assault, and stalking by providing survivor-centered advocacy, crisis intervention, and case management. This full-time position offers a starting salary of $48,600 per year, with pay based on experience, and it works under a hybrid schedule with three days in-office at the Greater Middle East Center in Beaverton, Oregon, and two days working from home.

This role is designed for dedicated professionals who are passionate about empowering survivors and providing trauma-informed support. The advocate collaborates closely with internal and external service providers, including hospitals, law enforcement, attorneys, and other organizations to ensure survivors receive comprehensive assistance. Key responsibilities include conducting client intakes, eligibility assessments, safety planning, and coordinating access to housing, legal advocacy, healthcare, and immigration services. The position requires fluency in English and bilingual skills, with Spanish and Arabic prioritized, to better serve the diverse community. Advocates must also uphold strict confidentiality measures compliant with the Violence Against Women Act (VAWA) standards and maintain detailed records and case notes.

In addition to advocacy, this role requires participation in outreach and education within immigrant and refugee communities, contributing to prevention efforts and community awareness. Job Qualifications

  • high school diploma required, some college coursework preferred

  • fluency in other languages such as Vietnamese, Mandarin, Cantonese, Korean, Filipino/Tagalog, and Hindi is preferred

Job Duties

  • adhere to program, agency, and federal legal policies on client confidentiality
  • implement a survivor-centered, strengths-based, trauma-informed empowerment model in assisting clients to heal and attain stability as driven by their priorities and goals
  • collaborate with internal and external service providers to identify survivors and cases affected by domestic violence
  • assess potential participants for eligibility, conduct intake sessions utilizing assessment and evaluation procedures and best practices, and conduct eligibility screening for other services
  • navigate risk assessment alongside survivors and provide immediate and ongoing safety planning
  • develop a case management plan for each participant, provide short-term crisis intervention including access to emergency shelters and motels and supports for long term housing stability and assistance with restraining orders
  • assist participants in navigating and accessing appropriate services and follow through on referrals
  • advocate and coordinate with service providers, attorneys, law enforcement, the legal system, other Advocates, and management to serve the needs of clients
  • access family legal services and obtain protective orders for participants when necessary
  • make referrals to legal immigration services and assist participants in gathering documents and evidence and write letters of support when requested
  • provide or secure interpretation, translation, and accessibility services
  • maintain confidential participant files including records of intakes, case management plans, and all contacts and referrals
  • maintain a high level of confidentiality of participants in identifying information in accordance with VAWA
  • complete data entry, case notes, client file updates, reports, and all other program/IRCO administrative tasks within given timelines
  • be prepared to travel to hospital and mental health sites to support sexual assault and strangulation survivors
  • offer survivors clear and direct options concerning confidentiality, medical exams, community resources, and next steps while liaising with medical staff as needed
