Leidos is currently seeking a TBFM Program Manager to join its dynamic team focused on the Federal Aviation Administration's (FAA) Time-Based Flow Management (TBFM) technology. This technology is a pivotal component of the Next Generation Air Transportation System (NextGen) and the National Airspace System (NAS), aiming to enhance the efficiency of airspace by optimizing the flow of air traffic using advanced decision-support tools. The TBFM system is already deployed across the contiguous United States and is essential in improving the predictability and safety of air traffic management.
The TBFM Program Manager position entails leadership and oversight responsibilities critical to the success of this important program. The role requires managing program scope to ensure compliance with contract goals including schedule, cost, quality, and profit objectives. As the key liaison between FAA stakeholders and Leidos leadership, the manager ensures seamless communication and alignment of objectives. Responsibilities also include risk and opportunity management, chairing the Risk and Opportunity Review Board, and coordinating regular risk review meetings with the customer. The manager will lead program teams in conducting internal and external audits, review all program deliverables for compliance, and prepare comprehensive briefing materials for customer reviews and meetings.
Additional duties involve overseeing the weekly Change Request (CR) Screening workflow, managing meeting agendas and minutes, issuing directives resulting from decisions, and developing cost proposals as needed. Travel to locations such as Washington, DC and Atlantic City, NJ may be required. The position calls for a highly ethical individual with strong leadership, communication, and teamwork skills who can manage program operations independently while driving forward innovation and mission-critical milestones.

Job Requirements
- Master's degree or Bachelor's degree in relevant fields
- At least 10 years of program/project management experience
- Minimum five years managing or supervising ATC/Management system projects valued at $100M or more
- Cost Account Management experience
- Experience leading Systems Engineering, Software, or Test teams
- Ability to obtain Public Trust security clearance
- Strong independent management skills
- High ethical standards
- Strong leadership and communication skills
- Experience in program management and business acumen
- Must be approved by FAA customer
- Willingness to travel as required
Job Qualifications
- Master's degree/Bachelor's degree in computer science, engineering/engineering management, systems management or business field
- At least 10 years of demonstrated experience related to program/project management
- Five years of experience relating to the management/supervision of the design, development, test or acquisition of Air Traffic Control/Management (ATC/M) Systems with an average value of $100M or greater
- Cost Account Management experience/ownership
- Four plus years of experience supervising or leading Systems Engineering, Software, and/or Test teams/projects
- Ability to obtain and maintain Public Trust security clearance
- Ability to operate and manage effectively with minimal guidance
- High degree of ethics, strong core values, and an optimistic outlook
- Strong leadership, teamwork, and customer relations skills
- Exceptional oral and written communication and formal presentation skills
- Ability to work independently with initiative, creativity, and innovation
- Demonstrated program management skills
- Experience related to project/program management with strong business acumen
- Strong understanding of program and business operations
- Ability to anticipate customer needs and formulate and propose solutions
- Key position on contract, must be approved by FAA customer
Job Duties
- Oversees assigned the program scope to ensure contract conformance within program schedule, cost, quality, and profit objectives
- Acts as key liaison between TBFM FAA and TBFM Leidos leadership
- Supports Deputy PMO Manager as the program Risk and Opportunity Manager, maintaining and ensuring conformance to the Risk and Opportunity Management Plan, chairing the Risk and Opportunity Review Board, and leading the monthly risk review meeting with the customer
- Ensures the program implementation of the TBFM Program Management Plan, including leading the program team in internal and external audits
- Reviews and approves final documents and deliverables for completeness and conformity to requirements
- Prepares materials/briefings for and participates in customer monthly program reviews, cost reviews, risk review, and other customer meetings and briefings
- Manages the weekly CR Screening workflow, including preparing the agenda and minutes, leading the meeting, and issuing Program Office Directives resulting from CR Screening decisions
- May travel to/from Washington, DC and Atlantic City, NJ
- Develops cost proposals to the FAA, as required
- Represents the program in customer and internal reviews and meetings
- Performs other duties and responsibilities as assigned by the program
