The opening at the Rio Nogales Power Station located in Seguin, TX, is for a dynamic professional to join the Power Generation division. This role operates at pay grade 18 under the general supervision of the Senior Manager of Plant Operations Maintenance. The position is pivotal in overseeing the East Texas Peakers and the associated contracts, emphasizing cost tracking, budget management, and managing multiple projects from inception through completion. The successful candidate will serve various roles, including project manager, discipline lead, and field construction coordinator, to ensure the safety, environmental quality, reliability, infrastructure modernization, and operational efficiency of power plant projects.
The candidate will be responsible for comprehensive project management covering all stages of the project life cycle: initiating, planning, executing, controlling, and closing. They will assemble project teams, assign individual responsibilities, identify and allocate resources, and develop schedules to meet project deadlines. Familiarity with the project scope and objectives, as well as the roles and functions of each team member, will be critical to effectively coordinate team activities and deliver results. This role demands hands-on leadership in project execution, driving solutions for critical business issues, and ensuring that all projects comply with codes, regulations, and company standards.
Additional responsibilities include facilitating team efforts, integrating project management principles, developing and submitting business cases and project justifications, negotiating with vendors and contractors, monitoring design and construction activities, reviewing documentation, and training operational personnel. The incumbent will play a key role in managing budgets, costs, schedules, and risks, supporting senior management decisions, and contributing to long-term capital budgeting. Job Requirements
- Bachelor's degree in science or related field from an accredited university or equivalent technical/craft work experience in power generation
- minimum experience managing multiple medium scale capital and/or O&M projects
- demonstrated knowledge and application of project management methodologies, practices and procedures
- strong leadership skills to manage project teams
- ability to develop detailed project plans including scope, schedules, and procurement strategies
- proficiency in assessing and escalating project risks

Job Duties
- Manages the planning, design and construction of multiple capital and/or O&M projects
- facilitates teams including team chartering, group problem solving and/or process improvement work
- ensures the integration of sound project management principles and practices into all projects
- develops solutions to critical business issues and presents alternatives
- develops and submits business cases and/or project justifications for projects
- develop detailed project plans and ensure project scopes, team responsibilities, milestone dates, and procurement strategy are clearly stated for all assigned projects
- assess project risks and timely escalate throughout project cycle
- stewards projects to meet safety, schedule, budget, scope, code compliance, environmental compliance, and quality objectives through metrics and benchmarking
- develops procurement and technical specifications for vendor and contractor services
- coordinates with procurement to solicit external materials and services
- negotiates with vendors and contractors regarding scope changes
- plans and monitors ongoing design and construction activities for compliance and quality
- reviews and approves design documents and drawings
- coordinates the development of conceptual and detailed designs
- effectively communicates issues and recommends strategies and tactics
- interfaces with management including senior management to gain approvals and manage risk
- develops, reviews, and approves startup and testing procedures
- trains power plant operating and maintenance personnel on new systems
- develops documentation of business processes
- coordinates construction management team activities for quality assurance
- performs checkout and startup tasks including assigning technical leads and coordinating performance testing
- provides subject matter expertise to support operations and maintenance personnel
- performs analysis of project data and generates reports
