The role of the Health, Safety, and Environmental (HSE) Manager at DCC Propane is crucial in helping the organization achieve its ambitious safety goals and maintain industry-leading standards. This position requires a proactive professional who can lead behavioral change, reduce workplace incidents, and actively support the implementation of comprehensive safety strategies. The HSE Manager will work closely with the Health, Safety & Environmental Director and various operational teams to ensure the company’s HSE systems and processes are rigorously maintained and continuously improved.

This role includes extensive involvement in the planning and execution of safety training programs, risk assessments, audits, and compliance inspections. The HSE Manager will manage vital programs such as the PERC training schedule and facilitate new hire safety orientations to enhance the competencies and safety awareness of all employees throughout the organization. In addition to operational safety activities, the position demands strong project management and interpersonal skills to effectively collaborate across districts and teams, ensuring that each location remains compliant with all internal policies and external regulatory requirements.

A significant part of the HSE Manager’s responsibilities involves managing contractor safety systems, overseeing Department of Transportation (DOT) program requirements, and conducting thorough investigations into accident and incident reports. The manager will act as a custodian of safety documentation, maintaining detailed logs and records and preparing reports critical for compliance and continuous safety improvement. Furthermore, they have a role in advancing sustainability initiatives and supporting due diligence efforts related to potential acquisitions, further underscoring the strategic importance of this position.

Ideal candidates will have at least 2-3 years of progressive HSE experience, preferably within the energy, transportation, or logistics sectors. Educationally, a Bachelor’s Degree in Environmental Science, Occupational Health and Safety, Industrial Engineering, or a related field is required, with an MBA considered an asset. Technical competency with OSHA, DOT, and PERC certifications, as well as familiarity with NFPA safety codes, will greatly benefit applicants. Effective communication skills, the ability to quickly master new technologies, and a willingness to travel between 25 and 40 percent of the time are essential for success.

Job Requirements

  • Bachelor's degree
  • 2-3 years of progressive HSE experience
  • Proficient in Microsoft Office applications
  • Ability to travel 25-40 percent
  • Experience with OSHA and DOT regulations
  • Strong communication skills
  • Ability to lift up to 15 pounds
  • Prior experience with propane, propellants, or compressed gases preferred
  • Professional certifications such as CSP or CHMM beneficial
  • Integrity in managing confidential information

Job Qualifications

  • Bachelor's degree in Environmental Science, Occupational Health and Safety, Industrial Engineering, or related field
  • 2-3 years of progressive HSE experience preferably in energy, transportation, or logistics
  • Proficient in Microsoft Word, Excel, and PowerPoint
  • Strong project management and interpersonal skills
  • Exceptional verbal and written communication skills
  • Familiarity with OSHA, DOT, and PERC certifications preferred
  • Knowledge of NFPA 54 and 58 codes desired

Job Duties

  • Utilize strong interpersonal skills and project management to collaborate and communicate with district and team members to ensure our locations and facilities are compliant with internal and external regulations
  • Conduct regular HSE inspections of districts and work sites to ensure company and regulatory compliance
  • Assist with contractor safety management system including pre-qualification process
  • Assist with company and district DOT program and requirements
  • Manage the PERC training program and schedule ensuring full compliance with the established training matrix
  • Facilitate new hire orientation for all levels of the organization
  • Provide requirements for PPE inventory including research of new/additional equipment as required
