The position of Health and Safety Manager for ECC’s Guam construction projects is a critical field role focused on ensuring rigorous compliance with all health and safety regulations and standards on-site. This role is primarily dedicated to overseeing the successful implementation of Accident Prevention Plans (APP) and Activity Hazard Analysis (AHA) for construction and environmental projects, often working with multiple subcontractors simultaneously. The Health and Safety Manager acts as the authoritative figure on-site for all health and safety matters, ensuring that projects comply with company policies, governmental regulations such as those set by the US Army Corps of Engineers (EM 385 1-1), and contractual obligations.

This role demands a proactive approach to creating, promoting, and supporting comprehensive health and safety programs tailored specifically for the project sites in Guam. The Manager is responsible for delivering regular health and safety training to ECC staff, subcontractors, and other relevant parties, crafting training content, disseminating key information, and authoring essential health and safety documentation including reports, logs, and risk mitigation plans. The position requires active monitoring of safety adherence through regular inspections and collaboration with project managers to integrate safety measures seamlessly within operational plans.

Additionally, the Health and Safety Manager provides expert mentorship and guidance to Health and Safety Supervisors and junior team members, fostering a collaborative environment that values continuous learning and safety excellence. This role also includes interaction with senior management to escalate and resolve issues, as well as participation in hiring and evaluation processes for health and safety personnel.
