The Fleet Intelligence Planner and Opposition Force (OPFOR) Developer role at SAIC is a critical position based in Norfolk, Virginia, supporting Fleet training exercises at the Navy Warfare Development Center (NWDC). This full-time, day shift position requires a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance and involves approximately 10 percent travel, reflecting the collaborative and on-site nature of the work. The role involves providing subject matter expertise in Fleet Intelligence and OPFOR to train Navy Fleet Headquarters staffs in Maritime Operations Centers (MOCs) for command and control of operations at the Operational Level of War (OLW).

Candidates for this role must possess a deep understanding of naval operations and intelligence, delivering realistic and effective OPFOR presentations that support joint and maritime headquarters in joint training environments. The responsibilities include developing synthetic exercise scenarios that comply with current doctrine, tactics, techniques, and procedures, along with the forward deployed Numbered Fleet requirements. The planner will manage the development, planning, scheduling, and execution of synthetic and live training events, ensuring the exercise scenarios and events accurately stimulate training audiences to meet objectives.

The role also entails close coordination with Navy and Joint planners, Combatant Commands, Joint Staff J7, and other allied service units to integrate training scenarios with operational realities. The planner is tasked with creating exercise products from Intelligence Community documents, assessments, briefings, and intelligence databases, contributing to the operational realism and educational value of Fleet training exercises.

This position is vital to enhancing the readiness of Navy personnel by simulating adversarial threat streams, campaign plans, and integrated adversary capabilities. By acting as a real-time adversary during exercises, the individual provides critical insights that help elevate training effectiveness and operational preparedness. Additionally, the planner works closely with the MOC Training and Exercise Team (TET) to prepare reports, develop planning products, and incorporate lessons learned from exercises into future training designs.

This opportunity is well-suited for professionals with at least nine years of relevant experience or equivalent experience supporting OPFOR functions, coupled with a strong background in Navy Fleet and/or Joint Intelligence operations. The ideal candidate will have expert knowledge of Navy structure, intelligence collection, fusion, analysis, production, and dissemination, along with a familiarity with MOC N2 and/or MIOC experience as desirable qualifications. Job Duties

  • Develop synthetic exercise scenarios in accordance with current naval, joint, and coalition doctrine
  • develop synthetic exercise injects to enable accomplishment of training objectives
  • ensure exercise training objectives are supported by event scenarios, storylines, and Master Scenario Events List implementers
  • utilize the Master Scenario Event List tool to track storylines and specific events daily
  • coordinate event planning with Navy and Joint planners including Joint HHQ/HICON cells, Combatant Commands, Joint Staff J7, and other service response cell planners
  • coordinate with MOC Training and Exercise Team on-site government and contractor staff to provide tasks, briefs, planning products, and point papers
  • coordinate with members of the MOC TET to prepare reports, staff actions, point-papers, and talking points
  • provide MOC TET government lead with appropriate lessons learned and ensure changes are incorporated in future exercises
  • develop threat streams, OPFOR campaign plans, and integrate adversary capabilities during exercise design, development, planning, and execution
  • manage operational integration of processed/fused Intelligence Community documents, assessments, briefings, operational reports and databases to support exercise training objectives
  • develop exercise products from processed/fused Intelligence Community documents and databases
  • provide OPFOR and Intelligence support to Exercise Control Group as a real-time thinking adversary
