PermiaCare is a reputable healthcare organization committed to delivering comprehensive early intervention services to children with developmental delays or disabilities. Based in Midland, PermiaCare is dedicated to fostering the well-being and development of children from birth to three years old through specialized, family-centered care. The organization operates within the Early Childhood Intervention (ECI) division and focuses on providing evidence-based and individualized support to children and their families to ensure optimal developmental outcomes. PermiaCare emphasizes a collaborative approach that involves families, caregivers, pediatricians, and other professionals to deliver holistic care in natural environments. This approach helps children achieve developmental milestones through targeted interventions and family empowerment.
The Early Intervention Specialist (EIS) role at PermiaCare is a critical position within the ECI division, offering specialized skills training and developmental assessments as outlined in each child’s Individualized Family Service Plan (IFSP). This non-exempt position pays $21.41 per hour, with a potential sign-on bonus, and operates on a set schedule from Monday through Thursday, 7:30 AM to 5:30 PM, and Friday mornings. The role requires both office and fieldwork, with driving and travel as essential components. The Early Intervention Specialist functions independently under limited supervision, regularly reporting to supervisors and collaborating within multidisciplinary teams to meet performance targets.
As an Early Intervention Specialist, the individual will provide in-home and community-based services aimed at promoting the developmental progress of young children with special needs. The specialist educates families and caregivers on effective strategies to help children reach developmental goals while monitoring various developmental domains. The position requires maintaining accurate documentation of services and adherence to federal, state, and local regulations. PermiaCare values professionalism, cultural competence, trauma-informed care principles, and effective communication skills in its staff. The Early Intervention Specialist will also need to maintain a valid Texas driver’s license, insurance, and a driving record that meets company standards, as travel to agency sites and community locations is a job requirement.

Job Requirements
- Bachelors degree from accredited college or university in field approved by ECI such as Psychology, Sociology, Social Work, Special Education, Child Development, Health, Family Studies, or related field
- Must complete 3 semester hours of early childhood special education or 40 clock hours of continuing education in early childhood development or early childhood special education prior to hire
- At least 1 year experience in Early Childhood Development or related field or experience with young children with developmental delays preferred
- Must maintain valid Texas driver's license, auto liability insurance and driving record acceptable to PermiaCare's insurance requirements
- Required to pass criminal history and background checks as well as pre-employment drug screen
- Must complete competency demonstration mandated by ECI and become fully certified EIS within 1 year
- Maintain valid and current driver's license, auto insurance, acceptable driving record and reliable transportation at all times
- Driving required
- Ability to fulfill PMAB and CPR/First Aid requirements
- Required to comply with Abuse, Neglect, and Exploitation policy and reporting requirements
- Maintain regular and reliable physical on-site attendance
- Other duties as assigned
Job Qualifications

- Ability to compose documents and notes according to standards
- Ability to input data, make calculations, complete paperwork accurately and produce reports
- Ability to build rapport with families
- Ability to develop and implement IFSPs
- Knowledge of community resources and ability to link individuals and families to services
- Ability to work collaboratively with families and other professionals
- Ability to provide culturally competent and family-centered services
- Knowledge of HIPAA and ability to protect confidentiality

Job Duties
- Provide specialized skills training in child's natural environment as prescribed on ISFP
- Participate in initial and ongoing developmental assessments, Individual Family Services Plan planning and communicating with interdisciplinary team regarding progress
- Identify child/family needs and provide case management to address child's educational, social, medical and developmental needs
- Create and provide strategies to accomplish individualized outcomes for children and families
- Provide consultation in areas of expertise to families and team members
- Monitor developmental progress and needs of children on assigned caseload
- Work collaboratively with interdisciplinary team, families, pediatricians, and other professionals
- Maintain accurate and complete records of assessments, progress notes and treatment plans
- Ensure compliance with federal, state, and local regulations
- Meet unit performance measures or targets
- Maintain assigned caseload
- Coordinate services appropriately to designated caseload
- Enter accurate and appropriate documentation of services within timeframe required
- Maintain confidentiality of sensitive records and treatment information in compliance with HIPAA
- Maintain regular and reliable attendance
